Time: 9:00 a.m. (Approximate start times for each item are listed below) 9:00 a.m. Docket No. PZ-2023-00138 DP/ADLS: LEO Cottages and Multi-family at The Legacy. The applicant seeks site plan and design approval for a new apartment complex with 350 units made up of cottage style homes and three 4-story buildings as well as a future commercial parcel. The site is located at the southwest corner of 146th Street and Community Drive. It is zoned Legacy PUD (Z-501-07 and Z-679-22). Filed by Jim Shinaver and Jon Dobosiewicz of Nelson & Frankenberger, on behalf of Advenir Oakley Development, LLC. Jon Dobosiewicz, Rick Ellis of Weihe Engineers, and Scott Weathers presenting. Dave McCoy – City of Carmel Addressing - Comment on ProjectDox regarding street names. Mr. McCoy said it was very complex for addressing so he would like to meet to discuss. Sam Clark – Hamilton County Surveyor’s Office - All Mr. Clark will need for this is an indirect outlet connection permit to the regulated drain. To the east there is a significant regional detention facility within the limits of the Legacy. Mr. Clark wanted to confirm that the detention being provided for the subdivision is located in that area. Rick Ellis confirmed. Mr. Clark said several fingers of the regulated drain run through that area to the East of Community Dr. That is where the outlet point will be. Scott Weathers said all the connections will be to the Lennar townhomes subdivision to the south as they stubbed out to the north. They are doing a bypass pipe to the West of Larson Dr, but it gets to the same open channel south of the townhomes. Mr. Clark said all he will need is an outlet permit. Page 2 of 3 City of Carmel Technical Advisory Committee August 16, 2023 Ryan Murt – City of Carmel Street Department - Will be finishing his review today. The thing he wanted to bring up was “street two” in the plan profile. It has the width in the plans as 11 feet, and if the street department is going to plow and maintain, they prefer it to be 12 or 13 feet as the salt trucks in that area are 12 feet blades and one is a way plow. Street two is the east-west street on the south side. Mr. Ellis refers to the PUD stipulates that road cross-section as 11 feet. They will communicate afterewards. Aliza Shalit – City of Carmel Signage - Still working on review on ProjectDox. She was not sure if they had any planned signage or additional signage of the project. Mr. Dobosiewicz asked if Ms Shalit was referencing a specific area or the whole 30 acres. Ms. Shalit said this part of the review. She asked if there will be any ground signs or signage at all planned for this section. Mr. Dobosiewicz said it is on file. Alex Jordan – City of Carmel Engineering - Mr. Jordan had quite a few larger comments. They did not receive any kind of MLAGs, MFPGs or FFEs for the proposed homes and also did not receive any 100-year flooding for the project. This will be a significant comment they will need for the next review. There is also a significantly large wetland shown, but they did not receive a wetland delineation and it was not sent for verification. The other large comment was the Hopewell Parkway cross-section. In the plans it was shown as a transverse slope, but in the PUD it was approved for a crowned roadway. They will need the site plan revised to show the approved cross-section from the PUD rather than what is shown. Mr. Weathers said they had received the wetland mitigation permit and he will ensure engineering receives that as well. Mr. Dobosiewicz referred to the Hopewell Parkway cross-section and that there is a cross-section preferred versus what is shown, and wanted it modified. Mr. Jordan said they approved the crowned roadway in the PUD and expected to see that on the plans, but in his review, on sheet P405, the cross-section shows the road only sloping to one direction and having curb and gutter and subservice drain only on one side, which was not approved during the PUD process. Mr. Dobosiewicz said it was not necessarily a different layout, but the cross-section needs to be modified so that drainage is on both sides. Mr. Jordan said the layout will be revised as the road being crowned and the elevations will change on the roadway because of it. The width and right-of-way were approved, but the slope was not approved. Mr. Weathers asked if inverted crown would be accepted. Mr. Jordan said they would not accept an inverted crowned roadway. They will only accept crowned roadways. Page 3 of 3 City of Carmel Technical Advisory Committee August 16, 2023 Daren Mindham – City of Carmel Landscaping - On the LP1.0 sheet, there is a note that the design is per the UDO. Wanted to make sure everyone is using the PUD wording on the design specifically to landscaping. They may want to overall reviewed. Mr. Mindham made a lot of comments but may not have checked every sentence on the different between UDO and PUD. His two biggest comments are labeling the private drives and public streets. It would affect the need for street trees and make it easier for him on the landscaping plans too. On the western perimeter, there are existing woodlands and regrowth. As long as it is not all pear trees, it would be better to fence all of it off than to have to relandscape and clear the area. Fence the northwest side along Larson Dr. Alexia Lopez mentioned this was tree preservation fencing. Mr. Mindham agreed and said fence off to preserve the existing woodlands rather than clearing and relandscaping it. All his other comments are on ProjectDox. David Littlejohn – City of Carmel Transportation Systems Administrator - In the process of reviewing in ProjectDox. Mostly comments on ADA and crosswalks needed to be included on certain intersections and bicycle parking be identified on the plan through the site. It would be helpful if there was a bicycle parking plan to show where they will locate them. Mr. Dobosiewicz asked if they could use the image on screen and add bubbles to show bicycle parking. Mr. Littlejohn said they should show how many racks are at each location and include detail so that he can verify they meet the standards. Angie Conn – City of Carmel Planning & Zoning - No Comments. Alexia Lopez – City of Carmel Planning & Zoning - Comments being finalized on ProjectDox. A few questions Ms. Lopez asked are if the parallel parking along the private streets and if the parking is wide enough to accommodate that. She thinks they were 30 feet back-to-back. If there wasn’t going to be parallel parking, there would be more room for a street tree line there. Mr. Weathers confirmed no current parallel parking shown. Ms. Lopez said along 146th street where the fence is, she would like to see the fence moved back within the buffer area with landscaping on both sides so we would not be staring at the fence along 146th with some landscaping within that. This would soften up the fence. She also wanted the labeling being clear on individual sheets for the site plan, which was public, and which was private streets. The layout looks similar to what was approved, and she will probably have some comments on architecture.
