Our ordinance does not permit this. We did sign the plat, and have no issue with the intent or the demo/construction. Tom, we would want to ensure that there is a non access easement added to the plat to eliminate the potential "cut through". It is for the benefit of the future homeowner as well as the City that traffic not be allowed to cross a privately owned residential lot to take a short cut. It was an initial oversight, but not something that should hold up your construction. When you get a chance, call i me to coordinate a solution to this. Jim, feel free to release the permit - we will fix the non compliance through the plat. Sorry for any delay and confusion. Matthew L. The re-plat was approved, signed off on by Mike I Holibaugh, and has been signed by the board of works. The oniy condition I know of from Matt, was that we file for a demoiition permit for the old Rectory, within 10 days of being issued a CO for the new one, which Sarah made me aware of about a week ago, and which we of course agree to do. The basement is unfinished, and the stairs going up are to an unfinished attic. I'd be glad to forward the other 4 sheets of the plan if you want to see them. I was very surprised to get the call from Jim Blanchard, from the city of carmel today, stating he was afraid this I plan needed state approval as a commercial structure. I understand why Jim may have questioned this plan, ahd I have the utmost respect for Jim, and will respect his decision and yours, in the end. However, I appreciate yoJ taking the time to review this matter. This is the third Rectory to be built in our county in about 10 years (St. I Elizabeth Seton, St. Maria Goretti, and now Our Lady of Mt. Carmel Parishes), and neither of the other two were required to file commercial permits, but were in fact built as houses, which is what they all are. Our 2 priests are currently living in a 4 bedroom home in the neighborhood right next to the church known as "the village of mt carmel". The church owns that "lot" and two other village of mt carmel lots, one of which is where we intend to build this new home for our priests. It is a residential neighborhood, and this is a residential home. Th'e 10/13/2006 Page 2 of2 priests all have an office in the church building currently, and that is where they conduct the ministry of being a priest. When they get home to the rectory, they use it just like you and I use our homes. They each have a bedroom, sitting room, and a small area to have a desk. There is a chapel for their personal prayer time, (not for public use), and there are guest bedrooms for their relatives and friends to stay in when they visit. There is a living room as a space for them to hang out together, or with friends. In conclusion, this building's use is as a personal home, and not in any way a public or commercial space, and I believe it should be treated as such.
