Introduction Kimley-Horn and Associates, Inc. has been retained by Equicor Hotel Group, Inc. to provide civil engineering services for the redevelopment of 2.37 acres including a hotel and associated parking lot, private drives, and necessary utility infrastructure at 14311 Clay Terrace Blvd, Carmel, IN 46032. This project lies within the overall Clay Terrace Master Plan. This drainage report references previous hydrologic inputs from the original Master Plan Drainage Report from 2003 to verify this project is consistent with the overall master plan and to provide an updated master drainage report for future development and public infrastructure improvements along Clay Terrace Boulevard. 3.0. Existing Conditions Soil Characteristics Per the United States Geological Survey’s (USGS) Natural Resources Conservation Service (NRCS) Web Soil Survey, the site soil consists of Urban land-Brookston complex (UbaA); Urban land-Crosby silt loam complex (UcfA); Urban land-Miami silt loam complex (UkbB2); Urban land-Miami silt loam complex (UmjC2); and Shoals silt loam-Urban land complex frequently flooded for brief durations (YshAH). The hydrologic group for the site was classified as Group D. Refer to Appendix A for the NRCS Web Soil Survey information. FEMA According to FEMA Flood Insurance Rate Maps 18057C0207G dated November 19, 2014 provided in Appendix A, the 2.37 acre site resides within “Unshaded Zone X” which corresponds to areas determined to be outside of the 0.2% annual chance floodplain. Existing Site Features The total existing site consists of approximately 2.37 acres of fully developed land consisting of an existing parking lot, private drives and open space. The existing developed site currently drains via sheet and shallow concentrated flow to existing storm sewers on site, eventually discharging to the existing wet detention pond located on the northeast side of site. The 2.37 acre site was incorporated into overall master planned contributing drainage areas, one for Right-of-Way drainage and the others for Private Development drainage consistent with the 2003 Master Drainage Report. The northern portion of the privately developed area consists of basins “EX NORTH BASIN (EAST)” and “EX NORTH BASIN (WEST)”. These two basins are separated by Clay Terrace Blvd. and 170062009 – Tempo by Hilton – Clay Terrace drain to the northeast wet detention pond, which is released through an existing outlet control structure, eventually discharging to the east into the US-31 R.O.W. Refer to Appendix B for the existing drainage calcuations. The southern portion of the privately developed area consists of basins “EX SOUTH BASIN (EAST)” and “EX SOUTH BASIN (WEST).” These two basins are separated by Clay Terrace Blvd and drain to the southeast wet detention pond, which is released through an existing outlet control structure, eventually discharging to an existing stream along the southern portion of the site. Refer to Appendix B for the existing drainage calculations included time of concentrations and area weighted CNs. The right-of-way basin “EX CLAY TERRACE BLVD”, directly discharges to the creek along the southern portion of the site. This basin includes Clay Terrace Blvd right-of-way as well as portions of the existing development that are collected by the Clay Terrace Blvd. drainage system. ICPR 4 modeling was used to determine the existing release rates for the north and south wet detention ponds and reproduce the master planned release rates based on the most current version of ICPR 4. The model used Huff rainfall data for both the 10-year and 100-year storm events to match the previous Master Drainage Report (Refer to Appendix F for previous Master Drainage Report). Tables 1 and 2 summarize the existing and master planned pond discharge rates for the peak 10-year and 100-year storm events (refer to Appendix B for ICPR model inputs and results): 4.0. Proposed Conditions The proposed 2.37 acre private development will closely mimic the existing conditions and drain via sheet and shallow concentrated flow to proposed storm sewers on site, eventually discharging to the existing wet detention ponds to the north or to the south of the site. The existing ponds have been modeled using ICPR 4 to ensure that the future development will not negatively impact the existing wet detention ponds. To ensure the ponds are adequately sized for future redevelopment, the proposed North Basin (East) and South Basin (East) CNs were calculated based the Table 1. Refer to Table 5 for a comparison of master planned versus proposed CNs and pages 5 & 6 of the Clay Terrace Master Plan dated April 15th, 2003 for reference to the original CN values. Overall time of concentration flow paths and calculations were unchanged for the proposed condition. Model results show the proposed development can be accommodated based on comparison to the master planned peak discharges and proposed impervious area. Refer to the tables below for the proposed discharge rates (refer to Appendix C for the proposed drainage conditions and hydrologic inputs): Table 3. Summary of Proposed South Detention Pond Performance Proposed Storm Sewer Design As a part of the Tempo by Hilton project, storm sewer is proposed along the eastern portion of the site for future development. The proposed storm sewer will utilize reinforced concrete pipe to convey the future runoff from redevelopment to the existing detention pond to the South. The storm sewer has been designed in order to meet the intent of the City of Carmel Stormwater Technical Standards (Refer to Appendix D for proposed storm sewer design). Stormwater Quality Water quality for a portion of the future redevelopment will be provided by both the existing wet detention pond to the north of the site as well as a proposed hydrodynamic separator. Soils are assigned to one of four groups according to the rate of water infiltration when the soils are not protected by vegetation, are thoroughly wet, and receive precipitation from long-duration storms. The soils in the United States are assigned to four groups (A, B, C, and D) and three dual classes (A/D, B/D, and C/D). The groups are defined as follows: Group A. Soils having a high infiltration rate (low runoff potential) when thoroughly wet. These consist mainly of deep, well drained to excessively drained sands or gravelly sands. These soils have a high rate of water transmission. Group B. Soils having a moderate infiltration rate when thoroughly wet. The top of riser pipe must be wrapped with compressible expansion joint material to a minimum 1/2-inch [13 mm] thickness to allow transfer of wheel loads from manhole cover to concrete slab. Manhole cover shall bear on concrete slab and not on riser pipe. The concrete slab shall have a minimum strength of 3,000 psi [20 MPa] and be reinforced with #4 [13 mm] reinforcing steel as shown. Minimum cover over reinforcing steel shall be 1-inch [25 mm]. Top of manhole cover and concrete slab shall be level with finish grade. Please see accompanied Aqua-Swirl specification notes.
