The applicant seeks to modify the existing site plan and Development
Requirements for the Village of West Clay-Village Center and Peripheral Retail
Area.
The site is located at Towne Road and 131 st Street, and is zoned PUD.
Filed by Keith Lash of Brenwick TND Communities, LLC.
The applicant seeks to modify three development requirements of the Village of West
Clay PUD. These proposed modifications are detailed in the updated information packet
submitted by the petitioner.
This item was heard at the August 15th Plan Commission Meeting. Concerns raised at
that time included moving more retail use to Towne Road, altering the sign letter height
from a small pedestrian oriented size to a larger automobile traffic oriented size, and how
the height for the "City Homes" would affect their context in terms of visibility and
blending with the rest of the Village Center.
The proposed modifications are as follow:
1. Allowing 12 single family detached units (dubbed "City Homes") to be housing
options in the Village Center. Refer to the packet for example renderings of the
intended home type for these lots.
2. Alteration of the boundaries between the "Peripheral Retail Area" and the "Primary
Area - Senior Housing". This request would be a land swap between areas, and
would not change the acreage for either use. It would not alter the amount of
permissible square footage of commercial uses for the "Peripheral Retail Area" or the
number of units within the senior housing project.
3. Elimination of the signage maximum height of letters, numbers, and graphical
elements. This character height limitation is an architectural restriction by the Village
of West Clay. Removing this limitation will not change the maximum allowable
square footage for signage, nor will it increase monument sign height.
At the September 5th Committee meeting these alterations were discussed. The
Committee unanimously sent this item back to the full Plan Commission with a positive
recommendation, with the following revision:
1. Signage on a fa~ade facing Towne Road shall not exceed 12" in height. All other
signage not facing Towne Road shall be governed by the size regulations of the
Carmel Zoning Ordinance.
The Department recommends that the Plan Commission approve the requests as
forwarded by the Special Studies Committee.
