RESOLUTION NO. G – 2023 – 003
RESOLUTION OF THE CARMEL/CLAY BOARD OF PARKS AND RECREATION ADOPTING THE THOMAS
MARCUCCILLI NATURE PARK MASTER PLAN
The Carmel/Clay Board of Parks and Recreation (the “Board”) met at a duly called and
authorized meeting of the Board held on the date set forth below, such meeting being called pursuant
to a notice stating the time, place and purpose of the meeting received by all of the Board Members,
and the following Resolutions were made, seconded and adopted by a majority of those present at
the meeting, which constituted a legal quorum of the Board.
WHEREAS, the Carmel/Clay Board of Parks and Recreation (the “Park Board”) is a political
subdivision created and authorized to administer the Carmel/Clay Department of Parks and Recreation
(the “Department”) pursuant to that certain agreement entitled “Interlocal Cooperation Agreement”
signed by the respective authorized officials of Clay Township, Hamilton County, Indiana and City of
Carmel, Indiana on July 30, 2002 and effective January 1, 2003, as amended from time to time; and
WHEREAS, the Interlocal Cooperation Agreement and Indiana Code Section 36-10-3-11 grants
the Park Board authority to prepare, publish, and distribute reports and other materials relating to park
and recreation activities in the Carmel Clay community; and
WHEREAS, the Park Board is dedicated to serving the park and recreation needs of the Carmel
Clay Community and recognizes the importance of sound planning to achieve this goal; and
WHEREAS, on November 9, 2021, the Park Board closed on the donation of 63.24 acres to
create Thomas Marcuccilli Nature Park, fulfilling the goal of enhancing park and recreation opportunities
within the White River Corridor as established in the Carmel Clay Parks & Recreation (“CCPR”) 2020-
2024 Comprehensive Parks and Recreation Master Plan;
WHEREAS, consistent with national accreditation standards and CCPR policies, the next step in
developing this new park is the creation of a site master plan;
WHEREAS, the Park Board, based on extensive input from key stakeholders, user groups, and
the general public, has developed a master plan to guide future capital improvements in Thomas
Marcuccilli Nature Park to best serve the park and recreation needs of the Carmel Clay community.
NOW, THEREFORE, BE IT RESOLVED that the Carmel/Clay Board of Parks and Recreation adopts
the Thomas Marcuccilli Nature Park Master Plan as set forth in Exhibit “A” attached hereto and
incorporated herein by this reference.
Adopted and approved by the Carmel/Clay Board of Parks and Recreation this 14th day of
March 2023.
