A RESOLUTION ADOPTING THE SCHEMATIC DESIGN DRAWING
FOR RIVER HERITAGE PARK PHASE I IMPROVEMENTS
WHEREAS, the Carmel/Clay Board of Parks and Recreation (the “Park Board”) is a
political subdivision created and authorized to administer the Carmel/Clay Department of Parks
and Recreation (the “Department”) pursuant to that certain agreement entitled “Interlocal
Cooperation Agreement” signed by the respective authorized officials of Clay Township,
Hamilton County, Indiana (the “Township”) and the City of Carmel, Indiana on July 30, 2002 and
effective January 1, 2003, as amended from time to time; and
WHEREAS, the Park Board entered into an agreement with the Township through
adoption of Resolution G-2019-005 authorizing the Township to finance, acquire and construct
park and recreation improvements in River Heritage Park, which agreement has been amended
from time to time with approval by the Park Board; and
WHEREAS, the Park Board is dedicated to serving the park and recreation needs of the
Carmel Clay Community and recognizes the importance of sound planning to achieve this goal;
and
WHEREAS, River Heritage Park is located on approximately 40 acres of property leased
from Citizens Energy Group; and
WHEREAS, the scope of work for River Heritage Park Phase I Improvements is focused
primarily within the currently undeveloped eastern portion of the park in anticipation of
Citizens Energy Group’s planned expansion of its adjacent plant, which will significantly impact
the existing infrastructure in the western part of the park; and
WHEREAS, the Schematic Design Drawings for Phase I Improvements were developed
based on findings and recommendations within the 2020-2024 Comprehensive Parks and
Recreation Master Plan, the 2019 White River Plan, and general public feedback to ensure the
proposed improvements are consistent with the wants and needs of the Carmel Clay
Community; and
WHEREAS, the Phase I Improvements were also designed to respect and expand upon
the River Heritage Park’s legacy of having one of the first accessible playgrounds in the state by
providing a wheelchair-accessible trail network with scenic overlooks of the White River; and
WHEREAS, upon completion of the Citizens Energy Group plant expansion, the Park
Board intends to pursue and secure funding for Phase II Improvements to address existing
capital replacement needs, including the installation of a new accessible playground.

NOW, THEREFORE, BE IT RESOLVED that the Carmel/Clay Board of Parks and Recreation
adopts the River Heritage Park Phase I Schematic Design Drawings as set forth in Exhibit “A”
attached hereto and incorporated herein by this reference to guide park and recreation
improvements.
APPROVED AND ADOPTED by the Carmel/Clay Board of Parks and Recreation this 12th
day of January 2021 by a vote of ____ ayes and ____ nays.
