Development for the purpose of creating 50 townhomes.
The site is located 211 W. Smokey Row Rd.

Premiere Homes Inc.
The applicant is requesting approval of a Planned Unit Development to allow the construction of 50
single family attached homes. Refer to the original packet for full details. The public hearing for this
item was held at the February 21,2006 Plan Commission meeting. Several people voiced concerns
regarding potential increased traffic.
Staff suggests that the petitioner revise the elevations facing the Monon so that individual units and/or
buildings have some variation (like the front elevations). Given that these elevations will be viewable
from the Monon, the level of detailing of the front elevations should be carried over to these elevations as
well. Is there an opportunity to vary the materials or colors between units or buildings? The offsets
proposed do assist in breaking up the building wall.
Unresolved issues and concerns include the following:
1. Petitioner must commit to required upgrades to Smokey Row Road. These upgrades can be
constructed or funded (for future construction). The petitioner is required to coordinate with
City Engineering to determine these improvements (or cost thereof), and commit to
construction or funding prior to approval. This commitment must be recorded.
2. The traffic study counts were taken on 6/28/2005 - when school was not in session. Please
be prepared to explain how the study's findings may be different during a school day.
3. An approved landscape plan has yet to be submitted.
4. Petitioner has not responded to Engineering TAC comments dated Jan. 6, 2006.
5. Staff would like to see a Monon access from this site - preferably to the south next to the
detention pond. This is a critical access point that will act as a link to the park that is just to
the southwest. Currently there is a temporary Monon access to this park at the apartment
complex to the south. This project provides an opportunity to improve this critical
pedestrian link to the park (which in turn connects to Old Meridian).
The Department recommends that the Special Studies Committee continue the request to the
March 30th meeting to allow additional time for the petitioner to resolve all outstanding issues.
