Approval of the previous Meeting Minutes:A Motion made by Kirsh and seconded by Campagna to approve the May 16, 2023 PC meeting minutes. Approved 9-0. Reports,Announcements&Department Concerns: Alexia Lopez 1. Outcome of Projects at Committees a. Commercial Committee: i. Docket No.PZ-2023-00070 DP/ADLS: BJ's Wholesale Club.Approved ii. Docket No. PZ-2023-00060 ADLS Amend: L'Etoile Amendment. Tabled to June 27 b. Residential Committee: i. Docket No. PZ-2023-00014 PUD: Andrews PUD Rezone.Discussed and continued to August 1 c. Committee of the Whole: Docket No.PZ-2022-00172 PUD: Conner Prairie PUD Rezone—Discussed and continued to June 29 Public Hearings Grabow: Explained the Rules of Procedure for a public hearing in front of the Plan Commission (PC). 1. Docket No.PZ-2023-00096 PP/SP: Robbins Minor Subdivision 2. Docket No.PZ-2023-00065 V: UDO Sec.2.08: 100 ft.Min Lot Width required,20 ft.Requested. The applicant seeks minor subdivision plat approval and variance approval to split 1 parcel into 4 residential lots. The site is located at 11400 Westfield Blvd.and is zoned R-1/Residential. Filed by Andrew Wert with Church Church Hittle and Antrim on behalf of Kevin Silvius. Petitioner: Andrew Wert: • With me tonight is Andy Cash,the Civil Engineer,and the Silvius family. • The current home built in 1950 will remain,and propose 3 new lots oriented closer to Westfield Blvd. • Lots 1-3 will have access from the current drive. Lot 4 will have access from a new drive from Westfield Blvd. • A dry detention pond in the SE portion of the parcel,directly east of Lot 2,will be along the street frontage, creating only 20-ft of street frontage for Lot 2. • We went through TAC and received common revision remarks • We will contribute to the City's non-reverting Throughfare Fund for future pedestrian pathway • These additional lots will be used by the Silvius Family members,and we would like to change this subdivision name from Robbins to"The Nest" Public Comments: Lincoln Mathes,Wood Valley Drive: We live catty corner to this site I'm in favor.It's wonderful that they are building lots and homes for their children. 1 Plan Commission Minutes 6-20-23 Mark Moorehead,Westfield Blvd.: I live directly across the street.I have no concerns of this request,but I would like to know the timeline of the construction,building sizes,and what it's going to look like. Rebuttal to Public Comments: Andrew Wert: • We are not in a position to know what the character of the homes will look like,but they will be good quality, custom homes,comparable to the existing home on site. Department Report: Alexia Lopez • This is considered a Minor Subdivision since it is less than 6 lots, and no new streets are being constructed • Lots 1-3 will have access from the current southern driveway,and lot 4 will have a new northern access off of Westfield Blvd. • Lots 1 and 3 will only have 20 ft. of property along the street,but they are wider further into the lot • The original site is 4.8 acres and very deep,but is only 300 ft.wide along Westfield Blvd. • The proposed variance should not have a negative effect on the surrounding properties as there is plenty of room for the 3 new homes on this site. The minimum lot area and setbacks are still being met. • Additional trees and shrubs will be added along the detention pond and the existing trees will remain • Staff is in support of both requests and recommends the PC to suspend the Rules of Procedure in order to approve both items at tonight's meeting Committee Comments: Zoccola: What are the widths of each lot? Andy Cash,Engineer: Lot 2 is 90 ft.Lot 3 and Lot 4 are approx. 130 ft. Andrew Wert: The 20-ft lot width request is only for the frontage of Lot 2. Kirsh: I would like to request the common area and dry detention area to be more naturalized in nature to match the adjacent Carmel Clay Park(CCP)entrance instead of mowed turf.If you need private pedestrian access in the rear of this property to the adjacent CCP,please contact CCP Director,Michael Klitzing for that access.Please be a good neighbor. Grabow: Will an access easement for the driveway be shown on the final plat for Lot#3?Andrew Wert: Yes,we will show that on the final recorded secondary plat.Alexia Lopez: The ingress/egress easement is shown on their plat off of Westfield Blvd., and while you turn north off the existing drive to access Lots 2 and 3,the ingress/egress easement is shown. A Motion made by Dierckman and seconded by Zoccola to suspend the Rules of Procedure in order to vote on this item. Approved 9-0. A Motion made by Dierckman and seconded by Zoccola to approve Docket Nos. PZ-2023-00096 PP/SP and PZ- 2023-00065 V. Approved 9-0.
