Docket No.PZ-2022-00238 ADLS: Tru Hotel Carmel. The applicant seeks design approval for a new,five story, 126 room hotel on 1.13 acres. Development plan approval was granted under Docket No. 19060018 DP and Use Variance approval was granted under 18050007 UV. The site is located at 12164 N. Meridian Street, immediately north of the Ritz Charles. It is zoned MC/Meridian Corridor and is not within any overlay district.Filed by Nathan Winslow of American Structurepoint on behalf of the owner,Dora Hotel Group. Petitioner: Nathan Winslow,American Structurepoint Pointed to outstanding items noted in staff report: • Long term bicycle storage parking. Indoor bicycle storage has been added just adjacent to the vestibule. Will apply for variances. • Concern for parking,numerous letters on the record(for and against).The Ritz Charles has provided support of the parking situation.My understanding is that Vince has reached out to adjoining properties to coordinate or come to an agreement on shared parking. Status unknow. Josh: For the record can you clarify where he has reached out to? Winslow: To property to the north of the medical office.Colors have been toned down significantly as per previous meetings,no further modifications. Department Report: Alexia Lopez: They have addressed items on the Department Report regarding the long-term bicycle parking. How are they going to be stored,on racks or wall?Winslow: I do not know.Alexia Lopez: Is there room for 9 bikes?Winslow: yes.Alexia Lopez:they need to apply for the sign variances and any other variances associated with this.Winslow: Materials variances for the glazing.Alexia Lopez: if they get a parking agreement,they will not need a variance for 10 spaces. Otherwise,we recommend favorable recommendation. Committee Comments: Leo Dierckman: Does the blue stay?Or are you drawing attention to that.Mike Hollibaugh: Yes Christine Zoccola: Confirm that the wedge will be metal?First it said EIFS now it says Trespo panel system. Winslow: I do not know.Zoccola: Please clarify.Winslow: My understanding is metal,but not sure. Zoccola: On the parking, it sounds like you have enough parking for the Tru Hotel worked out?Winslow: We believe as it stands today that we have enough based on what's being provided on the site,the commission has expressed concern for that because we have lost a few spaces from what was originally on this property.Josh Kirsh:A point of clarification,because statement is not quite true,you will need a variance for 10 spots if no agreement is reached.I Ihope to agree to not to keep this in committee over parking.My suggestion is to give conditional approval and get it back to the Full Planning Commission.Zoccola: When we go back to full plan commission might be worth having conversations with the Ritz and the Hyatt and see if everyone can work out an arrangement for parking. Be prepared to present. There will be a lot of questions about parking then. Adam Aasen: Ready to go back to the Full Commission. Be prepared for the commission to have more questions. The applicant seeks a partial plat vacation, new primary plat, 2 design standards waivers, and 3 variances to remove the 1" on Main development from the original single-family subdivision and plat it as its own urban, commercial subdivision with 4 lots.The site is located at 41 N.Rangeline Rd.and is zoned C2/Mixed Use.Filed by Kevin Buchheit with Krieg DeVault LLP on behalf of the owner. Petitioner: Kevin Buchheit: We tried to come up with a graphic that would demonstrate the extent of the utility work that was needed to support this project. There is concern about what the roots will do underground and getting into utility lines. The other aspect is recognizing that the street trees were not compatible with that location.The conversation with development plan approval has to do with enhancements to the sidewalks that are not typical. Other types of plantings are at the base of the office building that are in planters,some planting adjacent to the library property,and at the base of the Rangeline Rd condominium building. The first page has to do with cabling for various cameras in the proximity of the project. Henry Mestetsky(CRC): Conduit for cameras and conduits running to the vendor boxes that are on either side of the project that provide power for all the events. Kevin: Sheet#6,has detail of plantings provided along the condominium area and around the base of the building. The office building includes benches that will be placed there, so you have the plaza area at the intersection and then a linear urban park in between the office building and the parking garage. The rest of the documents are details on the types of utilities that are part of the site and project location. Henry: There is a Comcast line that runs there,a Duke powerline,a City of Cannel water line,a City conduit to power,various vendor boxes,and the lights and cameras that all run under that sidewalk. Kevin handed a revised set of findings of fact to reflect the information shared today. Department Report: Alexia Lopez: This project was reviewed by another body previously and all our department as well. We would like to see street trees here,but with everything going on, it was difficult to get that. We are comfortable with approving the variance and would recommend the Committee vote to approve it as well. Committee Comments: Aasen: I am glad we sent this to committee because I feel we didn't get all the details at Commission,and even when I called the Mayor,he seemed to be unaware that there was no room for street trees and he was disappointed we could not get trees in this project.He looked into it and made phone calls and short of spending millions to move the utilities, which is unreasonable to ask for,there is nothing we can do at this point. So,while this is disappointing,at this point I would vote yes because I won't kill a project just because things could have been done differently in the past.
