The applicant seeks site plan and design approval for BJ's Wholesale Club building with fuel/gas station. The site is located at 14480 Lowes Way.It is zoned PUD/Planned Unit Development(Z-681-23, 146th&Keystone Ave.PUD,as amended)and is partly in the SFHA/Special Flood Hazard Area.Filed by Marc LaVoie,PE,of BJ's Wholesale Club,Inc. Gene Bierman—Kite,Mark La Voie-BJ's Wholesale Club,Mark Leach, Steve Fairbach—A&M Engineering— Traffic,Jason Car—Samtech-Fuel Engineer There are not many issues that remain,we have listened to what the commissioner said and what Staff has recommended to us as well, so we bring a case for which we hope we can get a favorable determination. Gene Bierman—Kite Realty Group.We have been working closely with Planning and with Engineering and we have also tried to consider what we heard at the Plan Commission. We have added awnings over the main breezeway back on. We have addressed the concerns about foundation plantings. We were able to move some parking while still meeting minimum requirements. The ebike parking requirements have been addressed.This site has gone above and beyond what BJ's typically sees for this use at these stores,but we wanted to make sure we addressed the comments that came from Staff and Plan Commission. We moved the air pump for better customer experience,allowing better circulation to site. We also added clearer signage for propane tank and propane tank parking.Operationally we have no concerns about stacking. We were able to provide exhibits showing the stacking that is substantially more than what was anticipated at comparable sites. The ANF team has been working closely with Jeremy Cashman,on the offsite improvements which include the fuel lane at 146th,the added slip lane at roundabout,and the right out-they are still working on that,but so far there are no concerns with design intent. IDepartment Report: Rachel Keesling: Showed stacking diagrams to show how many cars and where they would be able to stack. There are 3 for every fuel space as they mentioned and extras around the outside.One item that was in question was the lighting of this site vs Lowes site.I spoke with the lighting consultant,Genne Berckhart who has experience working on lighting design for Carmel.Lowes' lighting color temperature is about 10 more Kelvin than is typical,which makes it brighter and whiter. The other complication she found is that it was not a standard brand which could most likely not be duplicated and, in her experience,would have to be replaced sooner than standard color temperature lights. Her recommendation was to not match Lowes' lighting for the long term.When Lowes comes back,they will have to match BJs.We try to have cohesive lighting,but I am not sure we will be able to do that here. We are taking her advice to go with more standard light temperature at 40 Kelvin. Issue#1: Lighting for the building along the front on the 4'tall poles. I am trying to understand what the goal of that was;they have removed them but replaced them with flood lights higher up shining onto the building,which is not something we typically see or allow. If lighting the front of the building is important,we want to see architectural lights shining down on pilasters,or shing down from the cornice onto the front face of the building,another way we see architectural accent lighting is ground mounted at the very bottom shining up to generally highlight features of the building. We need to work beyond this meeting not holding up the decision tonight. I can keep working with the Petitioner to figure out what to use to make building pop or shine without having a large spotlight. Issue#2: Roof top mechanical screenings. The architect has not been released to plan that yet. They will provide those details as we move forward. It is important to know where they are to make sure the parapet walls are tall enough to screen the rooftop equipment. Joshua Kirsh: There are a couple of fly-overs in that area.Rachel Keesling: they had those from the flyovers. Our ProjectDox electronic review is going well.Most comments are addressed. What is left over is not substantial. We feel that you should vote to approve this item tonight subject to finalizing the lighting issue and the rooftop screening. Committee Comments: Leo Dierckman: What would cause Lowes to come back for the lighting review.Rachel Keesling:technically if they were to put in completely new fixtures.Had this project not been here we would have not noticed. Dierckman: Does Kite have any influence over their light fixtures?Bierman: They own and control that parcel so we don't have any control over it.Dierckman: Would you be willing to commit to ensuring that the mechanical is screened to the extent necessary to gain their approval as well as the lighting meeting their approval.Mark Lavoie: Yes,we will work with Staff on the rooftop screening and lighting issue until she's satisfied.Kirsh: This is a commitment. Kirsh: Light pollution: Down is better than up lighting.Dierckman: I think this is great project. The team at Kite did a wonderful job. When you drive west,and you look to the left you should see a different a difference between the Westfield and Carmel side. Zoccola: Along the perimeter,you are leaving existing vegetation,are there any other plans to do additional plantings? I think there had been some discussion about doing additional plantings along Keystone. Bierman: Right now it's being addressed as what is required by code and then leaving the existing vegetation,which is what has been worked on with Daren Mindham(UL).Kirsh: Can we ask that Daren reviews that area one more time.My concern is that when we leave vegetative areas,that when we are all done it looks unkempt(dead trees,etc). Take one more critical look,with you making commitment to clean up the area if there items that may become a burden in the future. Being a good steward of it now so that in the future it will start to look good. Bierman/Lavoie:No objection to that commitment. Zoccola: I was happy to see that you lost a few parking spots and were able to expand the islands to get some trees planted.Kirsh: You had mentioned electric bike parking?This is not as interesting as cargo bike parking. I don't think anyone who is coming shopping necessarily needs the avenue to be able to charge while there,but I think that when people come and bring their cargo bike, it is nice to have some covered parking while loading the bike. Bierman: ebike vs cargo bike,both were looked at,currently not covered.Kirsh: Shame it is not covered.You provide a 2 Commercial Committee Meeting Minutes 6-6-23 silhouette of a cargo bike,but in reality, it is a Pettigo stretch. When you ride this kind of bike($5000),you want to Istore it in the shade. If you have the opportunity to extend the awning and provide covered bike parking, it would be nice.Not asking for a commitment.Bierman: This is on the north side of the building,you will get some shade. Kirsh: Shade is nice,but cover,during inclement weather,it's nicer. Zoccola made a motion to approve this item pending working with staff on lighting, screening the mechanicals, and review of greenbelt area. Seconded by Leo. A Motion made by Christine Zoccola and seconded by Leo Dierckman to approve Docket No.PZ-2023-00070 DP/ADLS: BJ's Wholesale Club pending staff approval of lighting,mechanical screening,and greenbelt area review.
