Dear Members of the Carmel/City Township Plan Commission:
On November 27, 2006 West Carmel, LLC, will present an application for the
Board of Zoning Appeals for Block E of West Carmel Center, Phase II, an
application for an amended Development Plan, and also an application for the
Development Standards Variance Request, to the Carmel/Clay Township Board of
Zoning Appeals to permit the development of new commercial structures. The site
is currently zoned B-5 and is part of the Michigan Road Overlay Zone.
The proposed commercial development is generally described in the enclosed
petitions, applications, plans, and drawings that are more completely described in
the plans on file with the Department of Community Services.
Thank you for your consideration in these matters. We are looking forward to
presenting this project to you on November 27, 2006.

1.
The approval of this variance will not be injurious to the public health, safety, morals and general welfare of the
community because:
Buildings will be built which are consistent with other developments
in the area. There will not be neg~tive impacts to the public.
2.
The use and value of the area adjacent to the property included in the variance will not be affected in a
substantially adverse manner because:
The combination of landscape plantings and existing retention
will provide a buffer equal to or superior to that required in the
ordinace. Building offsets are designed in a way to make each
buildinq aestheticallY pleasing.
The strict application of the terms of tlie Zoning Ordinance to the property will result in practical difficulties in the
use of the property because:
Landscape plantings would need to be planted underwater if buffer-
yard requirements were strictly applied. Larger building offsets
would look disDroDortiantlv on these buildings, and the site
would SUbstantially modified.
