The comments from the previous City reviews have been satisfactorily addressed with the following exceptions: 3. The Department will expect mounding or a guardrail adjacent to the pond where the minimum pond setback from the right -of -way is not provided. Please refer to the Stormwater Technical Standards Manual. Thank you adding the detail. Please indicate the post spacing. The intent of the standard is to protect vehicles from leaving the roadway and entering the pond. Will this system- provide such protection? 10. As we have discussed and as indicated on the preliminary plat, the drainage system will discharge to the manhole at the northeast corner of Rohrer Meadows. As we have discussed, the construction drawings will need to indicate an overland flow route of the pond overflow. This overflow may go east to the Monon provided that the existing culvert under Rohrer is appropriately sized and reconstructed if it is not. If the overland flow path will go to the south, the entire path must be indicated to an adequate outfall. The flow path must be adequate to convey the water. Thank you for providing the requested information. The City will review this information and comment separately. 12. Please provide a typical cross - section for Rohrer Road and a separate typical cross - section for the interior streets. Each cross - section should show features such as the pavement centerline, edge of pavement, curbs, widening, auxiliary lanes, sidewalks, subsurface drains, and right -of -way lines. All features must be dimensioned. Thank you for making the dimensions more legible on the local street cross - section. However, the local street cross - section is still not clear as to what the dimensions represent. The Rohrer Road cross - section does still not correspond to the plan view. To achieve 24 -foot travel lanes, the widening shall be 3.7 feet versus the 2 feet noted. The deceleration is then 12 feet (14 feet with curb) past this point such that the back edge of curb is 36 feet from the existing eastern pavement edge. 19. All ADA ramps shall include 1" ribbing on the ramps. Thank you for adding the hatching; however, please add Note 4 to this detail to specify that the tactile warning shall be 1 inch ribbing. Also, it appears that this detail is for an ADA ramp within a parking lot. Is this detail appropriate for the ADA ramps within the right -of -way? 20. Sheet C2.1/Note 2 should be added next to the right -of -way pavement text in the legend and a different hatch should be used from the local street hatching. Should also reference Rohrer Road pavement section on Sheet C10.0. Thank you for revising this note. However, this note is still on Sheet C2.1. Please revise to read as on Sheet C2.0. The comments from the previous City reviews have been satisfactorily addressed with the following exceptions: EL X/16th4/ 2. Please add an Asphalt Path Detail that requires 1 inch HMA #11 surface on 2 inches HMA #8 binder on 5 inches #53 stone if the proposed multi -use paths will not be concrete. As no confirmation from the Department of Community Services has been provided as previously requested for the six -foot walk in the Rohrer Road right -of -way, the Department requests ten -foot multi -use path per the Alternative Transportation Plan with the appropriate detail added to the detail sheets. 3. The Department will expect mounding or a guardrail adjacent to the pond where the minimum pond setback from the right -of -way is not provided. Please refer to the Stormwater Technical Standards Manual. Thank you for indicating guardrail on Sheets C2.0 and C2.1. Please provide information as to the type of guardrail that will be installed so the City may ensure compliance with the ordinance. 4. Please formalize any commitments for the thoroughfare plan or other improvements to the Rohrer Road right -of -way with the Department of Community Services. Thank you for indicating that the Secondary Plat has been provided to the Department of Community Services. The Department of Engineering will inform the Department of Community Services to hold approval until this item has been addressed. 10. The dimensions are indicated, but are not clear as to what they represent. Sheet C2.1/Note 2 should be added next to the right -of -way pavement text in the legend and a different hatch should be used from the local street hatching. Thank you; however, the note adjacent to the right -of -way pavement hatching in the legend shall not read "pavement to match existing cross - section of Rohrer road." This hatching shall reference Note 3 on this sheet as well as the Rohrer Road pavement detail on C10.0. 21. Revise sanitary sewer trench and bedding details and plastic pipe trench details to conform to City backfill policy for the portions of these installations within the right -of -way. Thank you. Still does not address #53 cap where under pavement. 22. Replace RCP trench details with City standard details. This has not been changed. The detail is available for the City's website. Based on additional review, the City provides additional comments: 1. Sheet C2.4 — Please confirm that flaggers will be utilized for the mill and resurface operations on Rohrer Road. A Maintenance of Traffic plan shall be developed accordingly to warn motorists of "flaggers ahead" and restricted lanes. Please also replace references to Adams Street with Rohrer Road. 2. Sheet C10.0 — Please replace Detail 10 -11 with the current version from the city's website. The comments from the City review have been satisfactorily addressed with the following exceptions: PROJECT SITE PLAN COMMENTS The following comments should be considered requirements of the Department of Engineering and should be incorporated into the Development Plan/Primary Plat. 13. City standard depressed curb shall be provided across the entrance. Please indicate subsurface drains beneath the depressed curb on both sides of all the streets. Please indicate and label the depressed curb and subsurface drain on a plan view of the entrance. A separate entrance plan may be necessary. 35. Please indicate a concrete apron for the portion of the drive within the right -of -way. Please provide details for the concrete apron. 36. The Thoroughfare Plan stipulates that the developer is responsible to construct half of the improvements prescribed by the Thoroughfare Plan for the College Avenue frontage. Typically, developers commit monies equal to the value of these improvements to be paid by the developer into the City's non - reverting Thoroughfare Plan fund. The Department understands that these issues are being resolved with the Department of Community Services. Based on additional review, the City provides additional comments: 2. Please provide details for the curb that will be constructed within the right -of -way. This must be City standard curbing. The curb constructed within the right -of -way must be either City standard roll curb or City standard chair back curb and it must match the existing curb in the vicinity. Did not find a detail for either type of curb. Please call out the location and type of curb on Sheet C101 and all other appropriate sheets. 4. Please obtain final approval from Crossroad Engineers. In Gary Duncan's review letter dated October 19, 2006, he mentions in comment #14 that the detention for this property has been master planned. 2. No comment. 3. Additional finished grade elevations have been provided to show that existing Storm Structure #3035 will not be negatively impacted by this project. As can be seen on the Existing Drainage Basin's map, this structure does not collect runoff from any portion of the 1.25 acres of this project. Likewise, the proposed improvements will not direct any runoff from this project site to that structure. Therefore, the existing runoff contributed to this inlet will be the same in post construction conditions as in pre. 4. Comment noted. The following are the responses to those comments using a corresponding numbering system. 1. Comment noted. 2. Comment noted. 3. Comment noted. 4. An Outlet Permit is enclosed as requested. 5. Drainage is conveyed to the regional detention facilities via the adjacent property to the west. Runoff from this site passes through the adjacent system and into the Congressional Blvd. ROW prior to being conveyed to the ponds. The Drainage Calculations have verified the immediate downstream pipe (from existing structure 1230 to 3209) has sufficient capacity for the runoff from this project. 6. Attempts to locate the original drainage calculations for the adjacent parcel to the west have been unsuccessful. We have provided verification that the downstream pipe of the structure we are connecting to has sufficient capacity to handle the runoff from this project (see response #5). 7. I will to continue to work with the developer in securing a drainage easement across the adjacent property to the west. This will be from this project site's west property line to existing storm structure 1230 to cover the installation of the 18" RCP discharge storm sewer from our site. The Meridian Tech Center is covered by a blanket easement that will cover the rights to maintain the remaining system in the event it is necessary. 8. Comment noted.
