The comments from the City review have been satisfactorily addressed with the following exceptions: CONSTRUCTION DRAWING COMMENTS 13. Any off-site easements necessary for installation of utilities and storm drainage must be secured prior to the Department of Engineering approving the drawings. 17. Please delineate any curb cuts on the plan for sawcut,removal,and replacement. Please indicate the limits of the-curb removal and provide the,length of the curb to be removed at each of the two proposed entrances. 20. For sidewalk within the right-of-way,please specify the width of the sidewalks to be 5 feet. As discussed at the meeting,the City's Thoroughfare Plan requires construction of half of the improvements prescribed by the Thoroughfare Plan across the-frontage. The Department understands that this issue is being resolved with the Pannatoni project. 39. Although not discussed at our meeting,the City is requesting right-of-way dedication for a future roundabout at,the intersection of City Center Drive and Pennsylvania Street. This,right-of-way shall be a 120-foot radius-circle.centered on the existing intersection of the centerline of City Center Drive and the section line. Below, please find your comments followed by a response and corresponding change to the drawing as applicable. Email dated 8/12/06. Met separately with Mr. Brewer on 8/14/06 in DOCS offices. 1. The tree graphic planting details must show the root flare planted at grade level, not same grade level as in nursery, and a note that says guying stakes and wires must be removed within one year. Please refer to the Tree Planting Detail which incorporates the text "root flare is planted at the same elevation as the adjacent finish grade" and "guying stakes and wires shall be removed within one year of installation", 2. On the north perimeter there are apparently overhead electrical lines with tall grading shade trees underneath them. This conflict must be resolved. On the north perimeter the ornamental tree Acer griseum ("Paperbark Maple'J replaces the previously specified 'Cleveland Select' Pear in response to the presence of the overhead electrical lines. 3. There are several species of trees indicated on the plan that we do not allow or recommend be planted. They are ornamental pear species (especially for shade trees in parking lots or for street trees), or do not recommend like red maples or certain crabapples because of health and disease problems (See Attached). We recommend the majority of parking lot trees are medium to large growing shade trees. The ornamental pear ("Cleveland Pear'J trees are replaced with Acer nigrum ("Black Maples'J and Carpinus Betulus ("European Hornbeam'J. The "Sugar Tyme" crabapples are replaced with "Red Jewel". The "Red Sunset" maple is relocated away from traffic and hard surface areas and will be planted in the west lawn. The "parking lot trees" have been revised from the previous specified. 4. A tree preservation plan must be attached to the plan set as well as graphic details for the selected method of tree preservation. The tree preservation plan and graphic details illustrating methods of tree preservation have been added to the Demolition/Site Clearing Plan. There is one large tree by itself near the front of the parking lot about level with the south side of the building. With a seemingly simple re-configuration of the parking lot, it looks pOSSible to preserve this tree. In light of basically clearing the entire forested lot, it would go a long way to the community to preserve a tree like this, and provide a significant impact visually for the hotel. The tree is an Acer Saccharinum ("Silver Maple'J and is listed as an "Undesirable Street Tree': It is located in the parking lot drive lane, not in the regulated landscape setback area. Therefore, the tree will not be preserved. 5. Please show the quantities of the plant material on the plat schedule. The quantities of the plant material are on the Landscape Plant List. A pipe was extended to a pipe end section to address this concern with revised storm pipe calculations. 8. Per Section 501.01 of the manual, all storm structures shall have no less than 2.5 feet of cover along any part of the pipe from final pavement elevations or final ground surface elevation to the tope of the pipe. Sheet CR-101 shows cover over the 42-inch pipe from Structure 402 to be less than this requirement. Structures 403, 404, 405, 406, 407 and 410 have less than minimum cover from final pavement elevations to the top of the pipe. Please review and revise. This issue was discussed with Carmel Engineering, Gary Duncan. Since the hotel with its storm sewer system is privately maintained Gary did not express any concern. Additionally the 42-inch pipe was revised as noted in item #4. 9. Structure top of casting elevations are not consistent for Structures 403, 411 and 407 between the elevations provided in the profiles and the elevations provided in the drainage calculations. Please review and revise. The casting elevations were revised. 10. Please label Structure 404 in the plan view on Sheet CR-101. The structure number was revised. 11. The proposed project falls in the incorporated area and,MS4 jurisdiction of the City of Carmel. 2. The proposed project DOES NOT fall in a Carmel Wellhead Protection Zone. 3. The proposed project falls in the W.R.Fertig Regulated Drain Watershed. This watershed has an allowable release rate of 0.25 cfs per acre. 4. Please submit an outlet permit to the indirect discharge to the W.R.Fertig Regulated Drain. This would be recommended so preserve the legal right for you site to drain thru land owner by other and allow for maintenance of the pipe in the event it negatively impacts the drainage for your site. 9.
