PLAN COMMISSION MINUTES - OCTOBER 20, 1987 151 The regular meeting of the Carmel Plan Commission was called to order by the President, Richard Albright at 7:30 P.M. , October 20, 1987 at the City Meeting Hall . The meeting opened with the Pledge of Allegiance. Roll was called and members present were as follows : Richard Albright, Henrietta Lamb, Jim Schneider, Sue McMullen, Bob Boone, Minnie Doane, Vaughn Story, Ila Badger, Paul-'Ayres - and Jim O'Neal . Absent were Max Moore, Jeff Davis and Sandra Long. Staff members present were Chuck Kiphart, David Cunningham, Gordon Byers, Dorthy Neisler and Rosalind McCart. There were no additions or corrections to the minutes of the September 15, 1987 meeting and Mrs. Badger moved that they be approved as submitted. Seconded by Jim O'Neal , Sr. Motion Carried. Mr. Albright related that on September 29th there was a committee meeting to discuss a proposal for estate type zoning and traffic studies for designated areas. All amendments that have been made will be drafted and codified. The secretary, Dorthy Neisler, will prepare this. G. Public Hearings 1g. 7:30 P.M. , Public Hearing on Docket No. 86-87 Z, Rezone Application for 64.13 acres of land located north I-465 between College and US 31. Petitioner request a change in zoning from S-2 and R-1 to B-5; B-6; B-7 Zones for hotel and office space. Filed by Jim Nelson for Samuel Gillespie, Partner in Trammel-Crow. The public hearing opened at 7:40 P.M. with Mr. Nelson making the presentation. Present were Sam Gillespie, Chris White of Paul I. Cripe, Inc. , and Jim Klausmeier. from Land Planners and Traffic Consulting firm. An aerial photo was presented and location and land use was pointed out. The development plan was shown for the hotel and office buildings which will be built on 69 acres. Trammel-Crow feels that the most reasonable use for the land here is for a business office park. The land is located in Sub area 7 of the Carmel-Clay Comprehensive Plan which designates commercial use. Parcel 1 , containing 12.75 acres , is a rezone request to B-7 for a park area. Parcel 2, consisting of 6.09 acres , is a rezone request to B-7 for a landscape buffer. Parcel 3, consisting of 5.4 acres, is a rezone request to B-5 for office purposes only and the buildings are not to exceed 3 stories in height. Parcel 4, containing 39.92 acres, is a rezone request to B-6 for office use and a Wyndham Hotel . The office builidngs are not to exceed 6 stories in height. Parcel 5, containing 4 acres and currently zoned B-5, is included in the overall develop- ment plan for interchange improvements and access development. The proposed site development plan was presented. The primary entrance to the development will be from the intersection of 103rd and Pennsylvania Streets by means of a 4-lane street. 18.84 acres are to be reserved as a landscape buffer on the north. The proposal will he developed in stages to probably exceed 10 years. The first phase will be the portion nearest I-465 and will consist of two 6 story office buildings and a mid-rise hotel . Phase two, nearest I-465 and College, is reserved for 3 office buildings 3, 4 and 5 stories in height. Phase three is for a structured parking area and for a 3 story office building. 57.4% of the land has been reserved for landscape and open areas. The real estate covenants and commitments were reviewed by Mr. Nelson and copies were presented to commission members. The streets in Northridge Subdivision will not be extended into this site. Traffic studies are being done by Pflum, Klausmeier & Gehrum. The conceptual site plan was shown. A traffice signal is warranted today for the intersection of 103rd and Meridian and LARMLL PLAN CUMMISSIUN MINUTES - OCTOBER 20, 1987 Page 2 152 Mr. Nelson stated that Trammel-Crow will install this signal . Mr. Nelson said, with respect to 103rd Street from U.S.31 to the intersection of Pennsylvania Street, that this portion will be 4 lane at the expense of Trammel-Crow. Sidewalks will be installed along the south side of 103rd Street. Betty Hawkins, 10240 N. Delaware, Q resident of Northridge Neighborhood Association) , made a presentation in favor of this rezone request. Mrs. Hawkins said they feel that this case should not be precedent setting and that each case should be treated individually. James Barr, Indiana Department of Highways, 100 N. Senate, Indianapolis thanked Mr. Gillespie for assisting in the interchange improvements. Janice George, 10109 Broadway, spoke in favor of the Trammel-Crow proposal . The public hearing closed at 8:25 P.M. The mid-rise hotel is about 10 stories in height (120 ft. high) with 4500 square feet of meeting space. A traffice study was passed to Commission members. A 47,000 gallon sewer capacity has been granted from the Clay Regional Waste District and 30,000 gallons from Leo Stenz. This item was sent to the Land Use Committee for review on November 3, 1987 at 7:30 P.M. at the City Meeting Hall . 2g. 7:30 P.M. , Public Hearing on Docket No. 87-87 Z Rezone Application for .24 acres of land located at 82 Sexth Street, Carmel , IN also known as Lot 9 of David Kinzer Subdivision. Petitione ' request a change in zoning from R-2 to B-1 for the elimination of an use Variance BA-15-76. Filed by Dr. Linderman, Owner. The public hearing opened at 8:38 P.M. with Dr. Martin Linderman making the presenta- tion for office expansion of about 700 square feet to the north of the present structure. The exterior materials will be in keeping with the present building. The property is located north of the Methodist Church and about one block east of Range Line Road. Mr. Ayers questioned vrhy a rezone request for this instead of a Variance request. Mr. Kiphart related Vat they would like to get rid of all the Variances they can. Leonard Holloway, 570 1st. Ave. , S.E. , directly north of Dr. Linderman, said that B-1 zoning puts a different prospective on this property and could open up more undesirable things. Mr. Holloway said he feels B-1 is not appropriate here. Warren Saunders, 370 Carmelview Drive, stated that B-1 is poor zoning for this lot with no protection for the residential neighbors. Rev. Saunders said that the B-7 zone would be better here. Dr. Linderman commented relating that he feels nothing would be there except a dental office. Dr. Linderman's son is in business with him at this '.ocation. Mr. Holloway related that his property is 5 feet from :his proposed addition. Mrs. Badger expressed concern for a B-1 zone here and Feels that a B-7 would be more appropriate. The public hearing closed at 8:51 P.M. . This item was sent to the Land Use Committee for revie.q on November 3, 1987 at the City Meeting Hall . 3g. 7:30 P.M. , Public '-fearing on Docket No. 88-87 P.P. , Reolat at Woodfield Subdivision Section 4 the addition of 2 more lots. Site is located at Southwest corner of already platted Woodfield Subdivision, Section 4, lots 99, 10C . Zone is S-1. Filed by Robert Langston, Owner. The public hearing opened at 8:56 P.M. with Mr. Stu Huckleberry, Engineer, making the presentation. Mr. Langston was present. The request is to propose a replat adding two lots. The plat was shown and the replatted area pointed out .There are currently 29 lots on 17.4 acres and 31 lots are now proposed with 6 tenths of an acre being added. Utilities, sewer, water and storm sewer are existing, adjacent and available.
