Dear Mr . Gillespie:
The Cedarwood Companies support your proposal to widen
Pennsylvania Street south of 103rd Street and create a
landscaped boulevard.
The final approval of the Green on Meridian, Phase II on April
21 , 1987 , contained a condition that Cedarwood construct Penn-
sylvania Street immediately following the completion of the
Clara Knotts Drain in the area adjacent to the Green on Meridian
site . The Clara Knotts Drain has been completed and therefore ,
we are obligated to satisfy this condition unless relief is
granted by the Planning Commission. This issue shou;d be raised
at your October 20 , 1987 , hearing so that the Commission can
properly amend the condition.
The Cedarwood Companies plan to start construction of Building
II-A at the Green on Meridian in March, 1988 . We would need a
resolution of this matter by that time so that we can properly
plan for a construction entrance off Pennsylvania Street and pro-
vide for the parking of construction vehicles as well . At the
minimum we would need to install a temporary wearing course to
accommodate construction vehicles .

Dear Mr. Kiphart:
As you are probably aware, our prospective master plan of our
rezone petition shows a substantial widening of Pennsylvania
south of 103rd Street. In the event the ground is developed com-
mercially, this Pennsylvania extension will become the major
boulevard entry into our project and will be a well constructed
street with curbs, gutters, and extensive landscaping.
I have been in contact with Cedarwood Development, the owner of
the Green on the Meridian project. Jim Oberdorfer, their head of
development for this project, has indicated that Cedarwood made a•
commitment to extend Pennsylvania to the southern portion of
their site by the end of the year.
On behalf of Cedarwood, I would like to request that their ear-
lier commitment not be enforced this year due to the eventual
resolution of our rezone petition. We will be cooperating with
them on the extension of Penn if we are successful and any con-
struction on the Pennsylvania extension now may not be ap-
propriate. Since our rezone petition will be decided upon in the
next 90 days , coupled with the fact that Cedarwood has yet to
construct any other buildings on their site, I would hope you
would consider our request.

Dear Chuck:
In response to our telephone conversation of Monday, August 31 ,
1987 , regarding the rezone application of the real estate owned
by Trammell Crow and located north and east of the intersection
of U.S. 31 and I-465, please be advised as follows :
1 . Enclosed please find a letter of non-opposition to
annexation executed by Sam Gillespie;
2. Also enclosed please find an agreement executed by the
Clay Regional Waste District transferring to Trammell Crow the
30 , 000 gallon of sewer capacity previously reserved for Leo Stenz .
This 30 , 000 gallon capacity, when added to the current capacity
of 48 , 672 gallon, will , as of this date, give Trammell Crow sewer
capacity in the amount of 786720 gallon.
3 . Chuck, the real estate owned by Trammell Crow is located
within Planning Sub-Area Seven and specifically within an area
described as Transition Area F. The following statement was made
in the Comprehensive Plan on page 166 :
"Two pockets of commercial activity are proposed within
this sub-area to serve the residents in this vacinity.
A Transition Area is proposed at the most southern
portion of this planning sub-area (Transitional Area F) .
This are could develop largely as a higher intensity
residential area or business support area. "

Re: Meridian on the Green
The approval for Meridian on the Green included the paving of Penn
Road south of 103rd Street by Cedarwood Construction. As you know
the proposed Clara Knotts will be located within the Penn right-of-
way. Because of the size of pipe proposed for this section of the
Knotts and the equipment which will be required to install the drain,
any road surface installed now will be damaged.
Upon discussions concerning this situation with Jim Hufford , George
•
Allen of Cedarwood , Mike Terry of Mid States and myself, a concensus
has been reached. The recommendation to the Commissioners is as
follows:
1 . Penn Road south of 103rd Street not be paved at this time.
2. Stone base be installed at this time by Cedarwood.
3. Cedarwood provide a written committment along with a 100% Per-
formance Bond for the paving which is to be done upon completion
of the Knotts Drain.

Please find enclosed for your review and filing two copies of the
PETITION TO CHANGE ZONING ORDINANCE executed by Samuel Gillespie,
President of Trammell Crow Company, relative to the above
described real estate . The real estate, for the purpose of this
rezone application, has been divided into four parcels as
follows :
PARCEL A containing 39 . 477 acres is currently zoned
S-2 Residence District and the requested zoning is B-6
Business District.
PARCEL B containing 5 . 433 acres is currently zoned S-2
Residence District and the requested zoning is B-5
Business District.
PARCEL C containing 6 . 050 acres is currently zoned S-2

Chuck, I am hopeful that this matter can be reviewed by you and
your staff so that the public hearing can be held before the
Carmel Plan Commission at its regularly scheduled meeting of
September 15, 1987 . In order for the notification requirements
to be satisfied, the Docket Number should be assigned no later
than 10 : 00 a.m. , September 3, 1987 .
The application filing fee will be paid to your office when
requested. In the event you should need additional information

Green on Meridian Office Project
Dear Mr . Hufford;
By this letter , I request confirmation of the following:
1 . Confirmation that Pennsylvania Street has been
dedicated south of 103rd Street adjacent to the Green
on Meridian office project .
2 . Confirmation that we are not required to install the
stone base on Pennsylvania Street at this time.
Instead we will bond the entire street improvement at
this time and construct the street once the Claire
Knotts drain issue has been resolved.
I would appreciate it if you would copy your reply to Mr . David
Rickard of the City of Carmel Development Department .
We are currently involved in subdividing the Green on Meridian
property and would appreciate your reply as soon as possible .
