4. Docket No. PZ-2023-00186 Z: 988 3rd Ave SW – C1 Rezone.
The applicant seeks to rezone the parcel located at 988 3rd Avenue SW from the I1/Industrial District to the
C1/City Center District. The site is generally located at the northeast corner of 3rd Avenue SW and Gradle
Drive. Filed by the Department of Community Services on behalf of the Carmel Plan Commission.
Project Overview:
The purpose of this proposal is to position approximately 5.5 acres along the Monon Greenway for future
redevelopment in partnership with the Carmel Redevelopment Commission via the C1/City Center District. The
rezone proposal is located at the northeast corner of 3rd Avenue SW and Gradle Drive and includes two 2-story

Site Surroundings & Considerations:
The areas surrounding the Monon Greenway and Range Line Road have become one of the most sought-after
corridors in Carmel due to its walkability and access to living, entertainment, employment, and commerce. The
buildout of the final pieces of Carmel City Center and the area surrounding Civic Square is the culmination of
decades-old plans to create a new downtown for a growing Carmel. This site, adjacent to the Monon Greenway
and Carmel City Center is a next logical step in continuing this walkable mixed-use development momentum.
The current buildings will continue to remain for the foreseeable future, as there are no specific plans or a
timeline for redevelopment.
Recommendation:
The Department of Community Services recommends the Plan Commission suspends the Rules of Procedure
and forwards this item to the City Council with a Favorable Recommendation.
