Project Title 420 Rangeline Road Parking Improvements - Commercial Business Operating Out of Single-Family Home (420 North Rangeline Road). B. Prolect Description This project is located on the west side of North Rangeline Road just north of the intersection with 4th Street NW wi1hin the City of Carmel, Indiana. The overall site is approximately 0.27 acres in size; however, less than 0.15 acres will be disturbed by the proposed improvements. The site is currently occupied by a single family residence used for commercial purposes. The proposed improvements will consist of the removal of a 1,000 SF gravel parking area to be replaced by a 5,500 SF asphalt parking surface. These plans and calculations analyze the existing and proposed drainage patterns and will show that the proposed improvements will have no negative effect on drainage conditions in the area. Design Method and Criteria 1. Soil Tyee: Soil maps from the United States Department of Agriculture, Soil Conservation Service. identify Miami Silt Loam (MmB2 -100% Site) Type "B" Soil. 2. Desion Storm: The 2, 10 and 100-year storm events have been analyzed for both the existing and proposed overall conditions. Hydraulics I Hydrology was performed using the rational method. 3. Overall Watershed: Morrow-Follet Regulated Drain. D. References 1. TR55 Stormwater Design Manual. 2. Hamilton County Soil Survey. 3. Highway Extension and Research Project for Indiana Counties (HERPIC). E. Existina Conditions The existing property generally drains via overland flow to the west (rear) of the property. The runoff then continues west overland until it reaches 1st Avenue NW where it is intercepted by surface inlets and routed into the Morrow-Follet Regulated Drain. The existing site has one single family home. a garage and a 1.000 SF asphalt parking surface. The remainder of the site is covered with grass and trees. The following table summarizes the existing discharge rates for the entire 0.27 acre site as it exists today. Proposed Conditions The proposed improvements will consist of the removal of a 1,000 SF gravel parking area to be replaced by a 5,500 SF asphalt parking surface. The proposed drainage patterns for the site will remain identical to the existing patterns. The majority of the runoff from the site will be directed to the northwest comer so that it may flow west along the existing alley. The release rates from the developed site will not have any significant impact on drainage patterns in the area and should pose no threat to pUblic safety. The following table identifies the release rates from the site, with the proposed improvements.
