The applicant seeks to convert a residential property into a commercial use.
The site is located at 420 N. Range Line Road and is zoned 85 within the Old Town Overlay.
Filed by Marie Moorcroft (owner).
Petitioner, please note the following:
1. These items will be on the August 16,2006, agenda of the Technical Advisory Committee (TAC).
2. Mailed and Published Public Notice needs to occur no later than Friday, August 25, 2006. Published notice is
required within the Indianapolis Star.
3. The Filing Fee and Fifteen (15) Informational Packets must be delivered to Plan Commission Secretary
Ramona Hancock no later than NOON, Friday, September 8,2006. Failure to submit Informational Packets by
this time will result in the tabling of the petition to the October 17, 2006, agenda of the Plan Commission.
4. Proof of Notice will need to be received by this Department no later than Noon, Friday, September 15, 2006.
Failure to submit Proof of Notice by this time will result in the tabling of the petition.
5. These items will appear on the September 19,2006, agenda of the Plan Commission (under "Public Hearings").
6. These items will appear on the Tuesday, October 3, 2006, agenda of the Plan Commission Special Studies
Committee.
Department of Community Service's Initial Review Comments:
1. Any time you change use from residential to commercial, a Development Plan is necessary. Commercial use
requires parking, landscaping, lighting, signage, and drainage review. I will forward you a development plan (DP)
application. Please fill it out and submit the applicable materials that will be necessary to review your proposed
project (see the checklist in the application). Please contact me with questions. I have docketed this petition as if
the DP application has been submitted; as such I will need the application and materials submitted as soon as
possible.
2. There are landscaping requirements for all commercial properties in the City of Carmel. You will need to
coordinate with Environmental Planner Scott Brewer in regards to the plantings necessary for your site. Scott can
be contact by calling our office (317.571.2417) or email sbrewer@carmel.in.gov.
3. Please provide signage and lighting graphic details. Refer to ZO Chapter 230 for standards.
4. Be aware that all parking must be paved and curbed. Given that you are in the Old Town Overlay, the required
number of parking spaces can be reduced by 50% (requiring you to provide only 4 spaces).
5. You are permitted to cover up to 70% of your lot with impervious surfaces (pavement, structures, etc.). Please
provide your proposed coverage percentage.

There will be no other review letter from DOCS issued prior to the TAC meeting.
Please wait to submit revised materials until after the Technical Advisory Committee (T AC) has met on this application.
