Docket No. 06080009 DP/ADLS: Portrait Artist Studio The applicant seeks to convert a residential property into a commercial use. The site is located at 420 N. Range Line Road and is zoned BS within the Old Town Overlay. Filed by Marie Moorcroft (owner). The applicant is requesting approval of a Development Plan and ADLS to covert an exiting residence into a portrait studio. Please see the informational packet prepared by the applicant for an overview of this project. This item was heard at the September 19th Plan Commission meeting. No one spoke in opposition. The site is currently zoned B5, which permits both residential and commercial uses. Any time a residential site converts to a commercial use, approval of a Development Plan and ADLS is required. The following must be presented for discussion at the Special Studies Committee meeting: 1. Please provide updates on Engineering and Urban Forrester review and approval. 2. The parking area should be redesigned to accommodate more shade trees and less paved areas. There are ways to reconfigure this lot to get the same number of spaces and provide more planting areas. 3. You are providing 9 parking spaces (plus spaces in a garage). The ordinance requires only 4. Is there a need for the extra spaces? Given that the B5 zone permits a maximum of 70% lot coverage, you may need to remove some of this pavement. Is there a way to install a planting island to preserve the existing tree? 4. Will there be any alterations to the building exterior (painting, signage, lighting, materials, etc)?
