Time: 9:00 a.m. (Approximate start times for each item are listed below) 9:00 a.m. Docket No. PZ-2023-00153 PP: Asherwood South Subdivision Docket No. PZ-2023-00184 SW: Asherwood South Waiver – UDO 7.26: Private Streets Not Permitted, Private Streets requested. The applicant seeks primary plat approval and design standards waiver approval for 6 lots on 14.78 acres. The site is located at 9950 Ditch Road. It is zoned S-1/Residential. Filed by Brett Huff with Kimley-Horn on behalf of Gradison Design Build. Brett Huff, Mark Gradison, Pete White presenting. Brett Huff presented Asherwood South will be 6 lots that meet standards and ordinances. Involves demolition of existing clubhouse, keeping existing lake, and the same development and homes as the first 40 lots of Asherwood. Dave McCoy – City of Carmel Addressing - Comment on ProjectDox regarding street names. Mr. McCoy requested when the first section was built that the southern section would not be named Asherwood Lane. It makes less sense that it is now connected to Royalton Dr, so he hopes they will go with Royalton Dr and if not, it should be a different name for addressing purposes. Mr. Huff asked with Royalton being a public street and this converting to a private street, will the street name matter when going public to private. Mr. McCoy said he will do some research and asked if there will be a gate. Mr. Gradison said there will be a gate for only fire and safety purposes and no through street. Mr. McCoy said with the gate it makes more sense to have a different name. With the way the houses to the north are addressed in the new subdivision, it would be difficult to address these off of the same name. Sam Clark – Hamilton County Surveyor’s Office - Mr. Clark will complete his review on ProjectDox today. Mr. Clark mentioned there is an 8-inch regulated drain running immediately through the first and second parcels on the south side of Asherwood Lane. He wondered if there was an overview of what they plan to do with the drain. Page 2 of 5 City of Carmel Technical Advisory Committee September 20, 2023 Mr. Huff said the angled pipe comes across lot 43. It picks up drainage north where the clubhouse is today and is going into the new private storm system. The legal drain is not needed and will be abandoned down to south of lot 44. Everything northwest of the structure on lot 44 will be abandoned and replaced with the new storm system. Mr. Clark said they are upsizing and now the drain seems to by-pass the pond in 2000. Mr. Clark asked the dimensions of the easement to the north. Mr. Huff mentioned it is a 30-foot easement. Mr. Clark confirmed that is usually prescribed for easement reductions. Don’t see any problems. Will outline his comments in the review. Daren Mindham – City of Carmel Landscaping - The landscape plan is stamped and approved and if there are any changes to it, to let Mr. Mindham know. Mr. Huff said the landscape plan didn’t go all the way down, so they included a new landscape plan. Alex Jordan – City of Carmel Engineering - Mr. Jordan made his comments on ProjectDox. They are the primary plat comments and will have more when they have more detail on the construction plans and drainage reports. Rachel Keesling – City of Carmel Planning & Zoning - No Comments. Alexia Lopez – City of Carmel Planning & Zoning - Two bigger question regarding the details for the gate to make sure it meets the gate standards in the subdivision section of the UDO. Where it will be, what it will look like, and showing the pedestrian connection through the gate. For the landscaping and tree preservation, since this is a regular subdivision, the standards still kick in to preserve a minimum percentage of trees on the site. Ms. Lopez wanted them to submit a tree survey to show percentages and what is out there and what they are saving. Mr. Gradison said they did a tree survey, and it will be uploaded on the next round of reviews. They will preserve everything they can on the permitters and on the lots. Most of the bigger trees will stay, aside from where the house pads will stand on the two lots on the north side of the pond and east side of the road. Ms. Lopez asked about access to the pond, such as a sidewalk path for the neighbors. Mr. Gradison said there will be a path on the north side of the pond. There will be a common space between the lot and the edge of the pond. They will keep the existing island green and turf it and add some tee boxes and access for the residents to be able to use it. Ms. Lopez will ask if this is part of the HOA for Asherwood North. Mr. Gradison confirmed it is the same HOA. Page 3 of 5 City of Carmel Technical Advisory Committee September 20, 2023 9:15 a.m. Docket No. PZ-2023-00189 DP/ADLS: Midwest Eye Institute at The Bridges The applicant seeks site plan and design approval for a new, two-story medical office building on 5.4 acres. The site is located at the NW corner of Illinois Street and 111th Street and west of the KAR office building. The future address will be 11220 Illinois Street. It is zoned PUD (The Bridges Z-550-11) and is not within any overlay district. Filed by Kylie Bright-Schuler of American Structurepoint on behalf of the owner, Cornerstone Companies. Nathan Winslow, Kylie Bright, Anna Menchaca representing. Kylie Bright presented phase 2 of 3 phases for medical office park. Phase 1 was just completed in review and is in construction. The phase 2 proposed tenant is Midwest Eye Institute. There will be connections to the north for the sidewalk and amenities area in the northeast corner and overall connections to the connecting road north-south as well as Illinois. The detention will be master planned in the phase 2 and phase 3 connecting to the same storm sewer south of the property. Dave McCoy – City of Carmel Addressing - The address listed in the agenda 11220 Illinois St is the address for this project. Sam Clark – Hamilton County Surveyor’s Office - Mr. Clark completed his review on ProjectDox. Mr. Clark mentioned there is some drainage calculations during the early stages of the design. Mr. Clark said he had no major comments. He saw the submission of construction plans in the outlet connection permit. Daren Mindham – City of Carmel Landscaping - Comments on ProjectDox. The main comment was there should be a 5-foot landscaping built along all parking lots. There are notes on the west side of the property for that. Alex Jordan – City of Carmel Engineering - Mr. Jordan made his comments on ProjectDox. Nothing major on this project. Alexia Lopez – City of Carmel Planning & Zoning - No comments. Rachel Keesling – City of Carmel Planning & Zoning - The road through the middle have had multiple meetings on. This is where the site is divided into two and they hoped to see no parking here and more landscaping. Ms. Keesling wants to see a pathway to the future building in the middle. She wants to get Mike Holibaugh’s opinions on this. Her constructive updates will come at a future time. They also want to get a sidewalk on the south side of the east-west street and due to the amount of parking the tenant wants, it is not looking likely to be put in. Regarding architecture, it looks good and follows the patterns of the previous building. She submitted clarifying questions in ProjectDox and hopes none are too major or concerning. She will update the presenters when she can. Mr. Winslow had a few questions regarding the comments. The first, was the comment from David LittleJohn about the sidewalk connection from the front of the building to Illinois St. Mr. Winslow said there are no doors on that side of the building, aside from a utility room door on the southeast corner. From a usability standpoint, there is no need to tie in the east side of the building in any way. Page 4 of 5 City of Carmel Technical Advisory Committee September 20, 2023 Ms. Keesling said the background to that is that if the building is facing a street, they want to see the interaction with the street, and they’ve turned the back of the building to the street. This is not typically way Planning and Zoning like to see things developed. Mr. Winslow said they will discuss internally. Ms. Keesling will check the PUD for any specific requirement. Anna Menchaca brought up the comment about the plantings being very short on east side. They will require more internal discussion given all the location of utilities and difficulty of placing the amount of plantings on that side. 9:30 a.m. Docket No. PZ-2023-00192 DP Amend/ADLS Amend: Driven Neuro Recovery Center The applicant seeks site plan and design approval to redevelop this site for a new clinical medical use. The site is located at 1300 East 96th Street, the former Five Seasons Family Sports Club. It is zoned PUD (Five Seasons Z-619-16) and is not within any overlay district. Filed by Mark Leach of Faegre Drinker on behalf of the applicant, Corporex Development & Construction Management, LLC. Josh Rodgers, Doug Swain representing. Mr. Rodgers presented improvements to internal to the building, some site demo, some tennis courts, basketball courts, remove unnecessary utilities and add new parking. Proposing stormwater improvements. Dave McCoy – City of Carmel Addressing - Mr. McCoy mentioned 1300 was the old address for the Five Seasons which he is fine with. If he would give it a fresh address, it would be 1200. Sam Clark – Hamilton County Surveyor’s Office - Mr. Clark completed his review on ProjectDox yesterday. It is not located in a Hamilton County watershed because it drains to the south so there will be any permitting for this project. Daren Mindham – City of Carmel Landscaping - Comments on ProjectDox. The main comment was there should perimeter landscaping for the west entrance off of 96th street and a few minor landscaping comments. Alex Jordan – City of Carmel Engineering - Mr. Jordan made his comments on ProjectDox. Nothing major on this project. Alexia Lopez – City of Carmel Planning & Zoning - No comments. Page 5 of 5 City of Carmel Technical Advisory Committee September 20, 2023 Rachel Keesling – City of Carmel Planning & Zoning - A lot of Ms. Keesling’s questions are for clarification on trees being saved with tree preservation around them. If one tree was being saved and one was being removed, she wanted clarification on that. The clean-up of the building looks great. The canopy addition structure is the only major addition and it is pretty minor. Need to take care of all the TAC comments before Plan Commission, it should be an easy time at Plan Commission and get out in one meeting. Josh Rodgers wanted to touch on the setback from the parking lot to the property line between the two parcels associated with the development. Part of the prefiling and discussion that this would require a variance for the setback line. He believes the variance has not been filed yet and he has not seen a comment on it and wanted to make sure a variance is necessary. Ms. Keesling emailed with Mark Leech on that, and it is not necessary, which is why she did not process the variance request he had. It is not about the parking setback, but the building setback and if there is a landscape buffer, which is the landscaping area between the edge of the parking and the property line. There was no buffered needed between this and the property to the west, so there is no setback to worry about.
