large oak tree
Can this greenspace be saved? It has an oak tree (green circle) that is over
40" in diameter here. The access to this area has been used without this extra
drive lane to date. I would like to recommend keeping this greenspace as a
screening of the building maintenance area and to preserve one of the
largest if not the largest oak trees on the property.

All vehicle access roads shall be designed to accommodate the largest fire
apparatus available to the Carmel Fire Dept. Required fire department access
routes shall be unobstructed at all times. All required exits from the building
shall have their exit access to the public way maintained at all times.
Required exit and exit sidewalks shall not be obstructed. All Required exits
from the building shall be maintained not obstructed at all times. Access to
fire hydrants and FDCs shall be maintained at all times. The CFD shall be

The proposed modifications to the drives can
accommodate a 40' long Fire Truck. The proposed
pavements are designed for highway loading and can
accommodate fire truck and delivery vehicles. It is the
intent to keep all access and egress points clear and free
of obstructions. This comment will be forwarded to the
Owner/School as well. See Exhibit A - Fire Truck Turning
Plan.

Wheel stops for parking perpendicular to sidewalks
Section 5.28 of the City's UDO requires wheel stops for parking spaces that
are perpendicular to pedestrian sidewalks to prevent the bumper of a vehicle

prevent vehicles from obstructing the adjacent sidewalk

Section 5.28 of the UDO states that wheel stops are not
required if the sidewalk perpendicular to the parking is a
minimum of 10' wide. If the plans are revised so that
the sidewalk is widened to at least 10' wide wheel stops
will not be require.

Main Street, Carmel, Indiana 46032 PZ-2023-00223 TAC (FHAI Project No. 221165.01, TLF Project No. 2023-119) On behalf of Carmel Clay Schools and the Project Team we are requesting a waiver from Section 104.02 of the City of Carmel Engineering, Stormwater Technical Standards Manual based on the attached Flood Routing Map indicating the highest ponding to be below the finished floor elevation of the proposed and existing buildings, before spilling over to the next watershed area, thus not impacting the new building addition. Attached is an updated Flood Routing Exhibit – Sheet G2.1A, dated 12-19-2023 depicting the projected ponding at storm inlets (100% clogged) within the project area to elevations that would crest over to the next watershed area (shown by light blue hatching), along with drainage patterns/routing shown by Red Arrows. A Table of projected ponding elevations for 50% and 100% clogged inlet grates at each inlet structure are also shown for reference. As represented in the information noted above, the Finished Floor Elevation (FFE) = 852.88’ (matching existing buildings). The floor elevation cannot be raised due to interior circulation and exterior egress and ADA slope requirements. The Flood Protection Grade (MFPG) is 852.91’ based on a 1.0’ freeboard elevation above the highest cresting elevation (MLAG) = 851.91’ at storm structure ST-102. While the FFE is approximately 0.03’ under the MFPG requirement providing 1.0’ freeboard above the highest ponding elevation, the storm water would never enter the building FFE. TAC Review Item #37: Review Comment: Section 5.28 of the City's UDO requires wheel stops for parking spaces that are perpendicular to pedestrian sidewalks to prevent the bumper of a vehicle from projecting over the surface of the pedestrian facility. Please revise the plans to include wheel stops at this parking aisle and all other locations where parking is perpendicular to adjacent sidewalks and bollards are not proposed. We are requesting a waiver from this UDO requirement based on the maintenance issues associated with wheel stops/parking bumpers during snow removal operations and routine maintenance of pavements. The proposed sidewalk was increased to 7’ wide during design to allow for a 3’ vehicle overhang and still have 4’ of walkable space, while allowing for trees and shrubs to be planted in the 7.5’ landscape island, as well as a fire hydrant to be out of the sidewalk but away from the drive. Increasing the sidewalk would reduce the landscape island to 4.5’ and the trees would need to be eliminated. We had to remove several existing trees and were asked to replace with the ones shown below on Plan Sheet L1.1 by Daren Mindham (Carmel LS Reviewer). TAC Review Item #38
