Project No. 2023-119 Project Narrative I. Project Location The proposed project is located at 520 East Main Street on the Carmel High School Campus, Carmel, Indiana per the Site Location Map – Exhibit A.1. The project area does not lie within a floodway or floodplain per FEMA panel 18057C0226G effective November 19, 2014 and the Flood Insurance Rate Map provided on Exhibit A.3 in Appendix A. II. Project Description The proposed project will take place on the west side of the existing High School building on the 38-acre Carmel High School Campus. The proposed site improvements will consist of a new 18,000 square foot construction, manufacturing and transportation building addition with associated site improvements and will disturb approximately 0.80 acres of land. As part of this project the associated infrastructure modifications include; a sanitary sewer main relocation, storm sewer main relocation and a new underground stormwater detention system. Additional utilities will be relocated to avoid new building construction. Existing Drainage Conditions The existing project area is comprised of 1.29 acres of impervious surfaces (parking lots, sidewalks and access drives) and 0.30 acres pervious areas (lawn and plantings in mulch beds). The site generally slopes from south to north. Stormwater runoff from the project site and adjacent areas drain to multiple storm sewers which come together at an existing manhole and 30” RCP located on the north side of the project area and then drains north to Cool Creek. Allowable release rates based on same area as proposed project area and are indicated in Table 2 below, see Exhibit D.1 Appendix D for calculations. Project No. 2023-119 The site soils mainly consist of Crosby silt loam, fine loamy subsoil-Urban land complex and Miami silt loam-Urban land complex, see Soil Map and related soil data shown on Exhibit A.2 in Appendix A. III. Proposed Drainage Conditions The proposed building addition and the north side of the project site (1.36 acres) will be collected by proposed storm sewer and routed to a stormwater quality unit and then into an underground detention system and will include 0.793 acres of impervious area, 0.213 acres of pervious area and 0.354 acres of roof area. The west side of the project site (0.34 acres) will be collected by existing and proposed inlets draining to new storm sewers that will be connected to the existing 30” RCP without going through the proposed detention system. The proposed storm sewers on the west side of the project site are also collecting and re-routing an existing 12” RCP so it may continue to drain to the existing 30” RCP and remain separate from the proposed underground detention system. See Proposed Runoff Rates summary in Table 3 below and Developed Conditions Exhibit B.3 in Appendix B. Table 3: Proposed Runoff Rates Area (acres) 2-yr Runoff (cfs) 10-yr Runoff (cfs) 100-yr Runoff (cfs) Project Area 1.36 3.08 4.13 6.36 The runoff for the project area has been reduced so that the 10-yr. post developed condition does not exceed the 2-yr. pre and the 100-yr. post does not exceed the 10-yr. pre developed condition. IV. Storm Sewer Design The proposed storm sewer is designed to convey the 10-yr stormwater runoff flows from the proposed Inlet basins, based on 5 minute time of concentration (Tc). The storm sewer has been designed via the rational method in accordance with the City of Carmel Storm water Technical Standards Manual. The Proposed Storm Sewer Exhibits, calculations, and pipe sizes are provided in Exhibit C.3 in Appendix C. Corresponding Inlet basin areas are shown on the Inlet Basin Area Map Exhibit C.2 in Appendix C. V. Storm Water Detention The underground detention system is designed for 1.36 acres of runoff. The detention system will reduce runoff so that the 10-yr. post-developed condition does not exceed the 2-yr. pre and the 100-yr. post does not exceed the 10-yr. pre-developed condition. Refer to HydroCAD Model Exhibit D.2 in Appendix D, also see summary in Table 4 below. Page 4 of 71 TLF, Inc. Project No. 2023-119 The underground detention system was designed using a 11” diameter orifice in the HydroCAD model to not exceed the allowable release rates. Refer to Outlet Control Structure Detail Exhibit D.3 in Appendix D. VI. Storm Water Quality The proposed site improvements will utilize a manufactured water quality device (Aqua- Swirl Xcelerator XC-6) to meet the water quality requirements of the 1-inch 24-hour event and the 10-yr on-line flow rate. See Exhibit E.1 in Appendix E for the stormwater quality calculations, also see summary in Table 5 below. See Exhibit E.2 for Water Quality Unit Selection Table and Exhibit E.3 Water Quality BMP Detail in Appendix E. VII. Summary and Conclusions The decrease in storm water runoff for this project will be 3.07 cfs for the 10-yr. and 6.15 cfs for the 100-yr. storm events due to the proposed underground detention system. No adverse impacts are anticipated to affect adjacent or downstream landowners. Erosion control measures will be implemented before construction begins and maintained during construction.
