The latest proposal by the petitioner is still not truly reasonable. Your efforts for the community plus those of the owner and developer to work with neighboring communities are appreciated, however, this is a classic case of 10 lbs of something in a 5 lb bag, and an effort to push boundaries and ordinances for the sake of money! Once again, please seriously consider a partial quote from zoning chapters 1 and 10: “…In interpreting and applying the provisions of this ordinance, they (developers) shall be held to be the minimum requirements for the promotion of the public health, safety, comfort, morals, convenience and general welfare." If approved, the “continued quality of life and maintained property values.” will most certainly be negatively affected for the surrounding neighbors. Concerns that this specific request should NOT be approved as submitted are: 1 - Too many, and too tall buildings. To be sensitive for this site, NO 3-story buildings should be permitted. 2 - The number of units should be reduced to less-than 238. 3 - Parking and Traffic : 394 spaces means 394 vehicles - or more. The “Farm” (Pittman property at 116th St) will provide 1,300 spaces. (Per Indystar & the developer for 400 units and 225,000sf of retail) Another 1,694 vehicles MINIMUM will clog the 421 corridor even more than exists today, making it extremely difficult and hazardous for neighboring residents to navigate that area. And while a new traffic signal will help the apartment residents, it could even exacerbate the overall 421 problem with stopped traffic lines for great lengths. 4 - The Setbacks requested for fencing and buildings are not large enough. The developer is merely justifying their cause, stating the enormous amount of “invasive trees” as a reason to do wholesale clearing as needed to be able to pack as many buildings on the site as possible. Please hold the developer to maintaining setbacks per the codes. 5 - TREES / Landscape areas: Too many trees are planned to be removed!!! (Especially along the southern boundary) Large numbers of wildlife habitat will be destroyed, animals killed or forced to move elsewhere. The developer has shown images of foliage in full bloom, however, when the leaves drop, the large buildings will be very visible and imposing. There are just too many requested deviations for this project as proposed, which are money driven. Codes were established in our community for good reasons. Please require the petitioner to modify plans and resubmit, or better, - reconsider a more unique and sensitive development for this specific site.
