. Sidewalks were not added on the west side of Pecos Drive and
Thomwood Drive. During the preliminary phase, a path was to be
installed in the Common Area around the pond.
. The Storm Charts were checked and revised accordingly.
. A note was added to the legend what MFG is for.
. Grades were adjusted along the swale of Lots 236 and 232. The slopes
were not increased.
15. Sheets C400, C401, C402, C403 - Street Plan and Profile
. The Horizontal Curve Data was revised to use the nomenclature for the
deflection angle.

. Complete elevations for inverts were shown.
. We have verified that the Storm STR 877 and 878 can handle and

Dear Mr. Bryant:
We have reviewed the initial construction plans submitted for this project and offer the following comments:
GENERAL INFORMATION
1. The project site is located within current City of Carmel Corporate Limits.
2. Jurisdictions:
. Streets and Right of Way - City of Carmel.
. Water, Sanitary Sewers - City of Carmel.
. Storm Sewers/Drainage - City of Carmel.
. Regulated/ Legal Drains - Hamilton County Surveyor's Office.
3. Board of Public Works and Safety Requirements:
. Water and Sanitary Sewer Availability
. Ifan irrigation system is planned for this development, additional Board of Public Works and Safety
approval will be required. This also applies to planned swimming pools and/or clubhouse.
. Temporary Construction Entrance (if applicable)
. Please be advised that any open cuts of dedicated streets will require separate Board of Public Works
and Safety approvaL
. Any permanent improvement (including irrigation systems) to be installed within dedicated right of way
or dedicated easements. This approval would require a Consent to Encroach Agreement between the
Owner and the City of Carmel.
. Secondary Plat approval.
I am also enclosing a schedule for Board of Public Works and Safety meeting dates and agenda deadlines for
your use. Please use the Engineering Department deadlines for submissions to the Board.
Any submission to the Board requires prior approval by the Carmel Clay Plan Commission all(I/or the
Board of Zoning Appeals (ifapplicable) and completion of review by the Technical Advisory Committee.
All written requests to be placed on the Board's agenda must include the appropriate Docket Number and
the date (or dates) of approval by the Plan Commission and/or the Board of Zoning Appeals (if
applicable).
4. T.A.C. Review/Drawings submitted for approval:
We request that all comments and comment letters generated by this office be answered in writing
and be accompanied by a drawing reflecting requested revisions. Final drawings will not be
approved for construction until all Engineering Department and Utility Department issues have
been resolved. The design engineer must certify all drawings submitted for final approval. This
office will require a minimum of five-sets of drawings for approval after all issues have been
resolved. The drawings will be stamped as approved and will be signed by the City Engineer and
the Director of Carmel Utilities. The O\\oner will receive one-set which is to be maintained on the
construction site at all times. Carmel Utilities will receive two-sets, our Public Works Inspector
will receive one-set and one-set will be maintained in the Engineering Department. We will

approve/sign an additional two-sets of drawings for a total of seven-sets if desired. However, the
additional sets must be submitted with the minimum five-sets.
5. Please be advised that any installation of signs, walls, irrigation systems, etc. within dedicated
right of way or dedicated easements will require a Consent to Encroach Agreement with the City
of Carmel's Board of Public Works and Safety.
6. Carmel Utilities should be provided drawings for review of water and sanitary sewer issues. They will
provide a separate review regarding these issues.
7. Carmel Utilities does not subscribe to "Holey Moley" and should be contacted directly for all water main and
sanitary sewer main locations.
8. The following information was previously supplied and will not be resubmitted unless requested:

BONDING REQUIREMENTS
9. Individual Performance Guarantees will be required for the following subdivision improvements:
. Streets
. Curbs
. Water Mains
· Sanitary Sewers
. Storm SewerslDrainage
. Monuments and Markers
. Street Signs
. Sidewalks (builders lot sidewalks and common areas adjacent to right of way/perimeter right of way
sidewalks/asphalt paths may be bonded separately). .
The amount of the Performance Guarantee is based upon a certified Engineer's Estimate for 100% of the cost
oflabor and materials to construct the individual improvements, to be provided by the design engineer.
Please provide detailed Engineers Estimates for each improvement including unit costs, quantities, materials
and types of materials, etc. Upon completion and release of individual Performance Guarantees, a three-year
Maintenance Guarantee will be required. The Maintenance Guarantee amount is based upon 15% ofthe
Performance amount for Streets and Curbs and 10% of the Performance amount for all other improvements.
Performance Guarantees may be Performance or Subdivision Bonds, Irrevocable Letters of Credit or
Cashier's/Certified/Official Checks. Please reference the enclosures for more detailed explanation of our
procedures.
AVAILABILITY AND CONNECTION FEES _
10. Availability (acreage) Fees must be paid after all other Engineering Department requirements have been
satisfied and prior to start of construction activities (the exception is that you are allowed to move dirt on
site). Availability Fees are based upon total platted acreage for the development at the current rate of
$1,010.00 per acre for Water Availability and $1,365.00 per acre for Sanitary Sewer Availability. Based
upon the plat presented with the construction plans, the following Availability Fees would apply:

Current Connection Fees are $1,310.00 for water per single-family residence and $795.00 for sanitary sewer
per single-family residence totaling $2,105.00. Connection Fees are paid when the infrastructure has been
completed, satisfactory test results obtained and the subdivision has been released for permits. Connection
Fees are paid on a ~ basis.

. If an irrigation system is planned is planned for this, or any future section of the development,
additional Water Connection Fees will be assessed based upon the recommendation of the
Director of Carmel Utilities.

11. Sheet 1 of 6 - On the Key Map, can street names be substituted for Streets A, Band C?
12. Why is the right of way ofIriquois Lane only 40-feet instead of our standard 50-feet? With a right of way of
40-feet and back-of-curb to back-of-curb width of 26-feet,there is only 7-feet available on each side for
sidewalks and utilities. Is lriquois Lane a private street? If so, please label it as such.

13. Title Sheet
. Can Paddle Drive be substituted for Street B in the listing of street names and associated lineal
footage on the right side of the sheet?
14. Sheets C200, C201, C202 - Site Development Plan
. What does the abbreviation "N.P." denote? Please identify in the legend.
. There are several locations where curb inlets (#838, #833, #812, #842) are not in line with lot lines,
and instead, are in locations were they may be in line with driveways as homes are constructed.
What do you propose to assure that curb inlets will not be included in the portion of the curb
adjacent to future driveways?
. Please indicate sidewalks along the west side of Pecos Drive and Thomwood Drive?
. Some TC's or IE's are mislabeled in the Structure Data Table.
. Does the "M.F.G." noted refer to the finish floor elevation of the finished structure or the minimum
pad elevation to be constructed by the Developer? Please clarify in the legend for future reference
with homeowners.
. Is it not possible to steepen the slope behind Lots 236 and 237?
15. Sheets C400, C401, C402, C403 - Street Plan and Profile
. In the Horizontal Curve Data, use the same nomenclature for deflection angle that was used on the
secondary plat.
· On Sheet C401 on the right side of the sheet, there is text that is printed upside down. On lriquois
Lane and Red Cedar Way, the stationing is printed so that it can be read from the left side of the
sheet while the street names are printed so that they can be read from the right side of the street.
Please make adjustments so that all the text that is printed sideways can be read from the right side
of the sheet.
16. Sheets C600, C601, C602 - Storm Sewer Plan and Profile
. Please provide complete elevations for inverts.
· Please confirm that Structures 877, 878 and the two located on the west end ofIriquois Lane have
the ability to receive the runoff from the steep road grades. This water would be aSsumed to be
traveling at higher than normal velocity.
· Pipe crowns are not matched. Please confirm in the drainage report or on the plans that the HGL
remains inside the pipes for the design storm.
. Please confirm with the County that the pipe cover at Structures 835 and 805 is acceptable.
. The pipe between structures 877 and 878 does not have the requisite cover from the pavement
subgrade to the top of the pipe. Can the storm sewers be modified to provide the requisite cover? If
not, please indicate flowable fill backfill and change the class of pipe to be Class V for the pipe
under the pavement.
17. Detail Sheets
· Please revise the "Cold Temperature" pavement detail to include and H.A.C designation for all
asphalt courses and the appropriate mixture designations.
· Please revise the second course of the Cherry Creek Boulevard pavement section to be 2" #8
Binder and 3" #5D Base in lieu of the 5" 5D Base. .
· On Sheet C407, please delete traffic details that do not apply.
. Please delete the Pedestrian Path det~il if there are no paths to be constructed in this Section.

18. Water Plan
. There are a number of valves graphically shown for installation under proposed sidewalks. Please
revise the note which reads "No valve placement in pavement or curbs" to include sidewalks.
Please be advised that we have engaged Crossroad Engineers to review all storm sewer/storm drainage plans for all
projects submitted to this office for review. We will share their comments as they are received. We request that all
Crossroad issues be addressed in writing and, if responding directly to Crossroad, this office be copied on all
correspondence, revised plans and revised drainage reports.
The above comments are based upon the Engineering Department's initial review of Section 5. Please provide our
office with a follow up letter and revised plans indicating all revisions. Second and subsequent reviews will focus only
on revised items. It is critical that this office be made aware of all modifications made on the plans being re-submitted,
particularly if any such changes are considered "new" or fall outside of our initial review.

Dear Mr. Bryant:
This letter is in response to your Secondary Plat Application for Cherry Creek Estates, Section 5.
Please complete the following items:
1. Be advised of the correct spelling of "Iroquois" as it relates to the Native American Indian
Confederacy. On the plat you have listed "Iriquois Drive" (which should be "Iro" and not
"Iri") .
2. Please show Iriquois Lane, Paddle Drive, and Mississinewa Drive on the key map.
3. Please add docket # 04100001 SP to the plat.
4. Please provide the source of title number.
5. Please provide a copy of the landscape plan approvalletter/e-mail from the Urban Forester.
6. Keep plantings outside of the drainage easement.
7. On sheet C200, please add the 10-ft path to the legend.
8. On sheet C305, please label the Location and Soils Maps to indicate "Section 5", and not
"Section 4".
9. Please move forward with your plans in regards to the Cherry Creek Boulevard curbed
median.
10. Consider using curbed medians at the Red Cedar Way/Mississinewa Drive intersection to
encourage safe traffic circulation at this non-perpendicular intersection.

Please wait to submit a revised Secondary Plat with the above-mentioned changes until after the
Technical Advisory Committee (T AC) has met on this application. The resubmitted plat should include
the above comments along with any comments that arise from the T AC meeting. Additional comments
may be made after the requested revisions have been submitted.
Once all required changes have been made and comments addressed, please produce a Mylar copy (with
owner's signature) for signature by this Department. Two paper copies of the plat must be filed with the
Mylar prior to recording, and three paper copies and a Mylar of the recorded plat must be submitted
following recording. Our approval of the secondary plat (signature) will be forthcoming upon revision of

Dear Mr. Bryant:
We have reviewed the construction plans and secondary plat submitted to the Hamilton County
Surveyor's Office on October 4, 2004 for this project and have the following comments:
1. This proposed project falls within the corporate limits of the City of Carmel.
2. This proposed project DOES fall within a Carmel Wellhead Protection Zone.
3. This proposed project fall in the Emily Vestal Regulated Drain Watershed and the
Elizabeth Warner Regulated Drain Watershed.
4. Please coordinate the stonn sewer design with the City of Carmel and provide this
office with the final construction plans.
5. All the required SSD laterals to each lot appear to be in the construction plans but a
few of them are not visible beeause they are covered by other text.
6. Please note the additional comments may be warranted at a later date.
