Dear Planning Committee,
We are very concerned with drainage from this proposed project. A 20' foot drainage
easement behind our home is on our property. We currently drain most of the water from this 3
acre area north of our home (two older homes are located across the street from the middle
school) through a large, open, drainage inlet.
* Our 13 yr. old swale area has potential damage from this proposed development.
* We would request this new subdivision to construct an 8' uniform, privacy fence along all
Bayhill properties. Developer runs the risk of having a patchwork of different fences to keep
new owners of Clay Estates from using our easements and Waterstone amenities. This
subdivision must be unique unto itself We will ALWAYS "have the possibility of your
homeowners parking a boat/trailer 10' from our property line.
* We are concerned with safety issues with proposed waivers outside an established school.
Attached are illustrations/depictions of our concerns.

PROPOSED DRY POND
Dry ponds are ill advised for ultra urban development. Dry detention ponds
display numerous limitations such as:
- Ponds may become a nuisance due to mosquito breeding in an urban setting.
- Habitat and vegetation destruction may occur during construction.
- While wet ponds can increase property value, dry ponds can actually detract
from the value of a home.
- Extended detention ponds have only moderate pollutant removal capabilities
when compared to other structural stormwater practices, and are ineffective at
removing soluble pollutants.
- Maintenance and subsequent care of the pond is extensive. Areas such as,
erosion, embankment structures, vegetation perimeter buffer, debris removal,
seed/sod, sediment formations removal and, etc., require extensive maintenance
activities and costs.

Tha~k you for your email. I would be happy to answer your questions. I
am actively reviewing this project. Our Department has not yet been
provided drainage calculations but I can still answer your questions.
1. Are all new subdivisions responsible for all their own water runoff?
(meaning -- no water can run into Waterstone's drains)
Subdivisions are required to manage the storm water runoff such that
runoff flows do not exceed certain values. Typically, runoff from
undeveloped land increases as it is developed. Each subdivision is requir
manage the increase in runoff and store it on-site (typically in open
ponds) and release the water at levels stipulated in the city's
standards. It is apparent that currently the runoff from the proposed CIa
Estates development drains from the north to the south and enters into th
storm sewer network of your development. As subdivisions are developed,
the storm pipes are sized to receive,and convey water from off-site
acreage that drains into the development. I would expect that Bayhill's
storm system anticipated and can accommodate the runoff from the north.
The Department of Engineering confirms this in the review of the
drainage calculations.
2. On Schneider engineering drawing, their illustration of the dry pond
(2' deep/20' wide/approx. 150' long) shows a line crossing over my
swale and connecting into a drain pipe inlet in my easement. Can they ru
a pipe through my property to connect with another pipe? (one
subdivision into another)
Provided that the existing storm pipe/inlet to which they are
connecting is located within an easement, they can install a pipe within
easement. The storm pipe at the back corner of your lot is located within
a platted 20-foot drainage, utility and sewer easement. Easements are
provided for such purposes.
3. There are two other storm drains located east and west of Clay
Estates. These drains are 12 feet into Waterstone homeowners' property.
this development put underground pipes to connect into these drains?
Same as #2 above, yes, provided that the pipes are located in platted
or dedicated easements.

and has approved the plans subject to the following:
1. Will this project include an Amenity Area? If so, our office requests the installation of a Knox box
for emergency access to be located on the clubhouse facility. Answer. no

newly platted subdivisions, fire hydrant makers be installed in the street pavement perpendicular
to the fire hydrant. This will allow the fire department to more easily spot fire hydrants during an
