Docket No. 06080007 PP: Clay Estates The applicant seeks to plat 4 lots on 2.84 acres. The applicant seeks the following waivers: 06080008 SW: SCO Chapter 6.03.20 Private Streets. 06080023 SW: SCO Chapter 06.03.22 Accel.! Decel, Passing Lanes: request to waive requirement of constru ction acceleration, deceleration and passing lanes. 06080024 SW: SCO Chapter 08.09.01: Alternative Transportation: request to waive requirement of internal sidewalks. 06080025 SW: SCO Chapter 08.09.02: Alt. Transportation: request to waive requirement of perimeter &ath. The site is located on 126t Street between Spring Violet Place and Sugar Cay Court, and is zoned S 1 and 52. Filed by Gary Murray of The Schneider Corporation for Robert E. Stein of the Stein Investment Group. The applicant is requesting approval of a Primary Plat to allow the construction of 3 single family detached homes. Please see the informational packet prepared by the applicant for an overview of this project. This project is proposed to make use of a private shared driveway (not a private street). These parcels have two different zoning classifications, S 1 and S2. As proposed, these lots meet the minimum standards associated with their zoning. The proposed layout would require the above listed subdivision waivers. As a point of note, it is a legal possibility to configure these parcels to each have individual access on 126th Street and would thus eliminate the need for the above mentioned waivers. With the shared driveway configuration these lots will only add one additional point of accesslconflict on 126th Street. The public hearing for this item was held at the September 19th Plan Commission Meeting. Remonstrators voiced concerns regarding drainage, size and quality of proposed homes, and how the bufferyards will be executed (preservation of trees, new plantings, etc.). The following items requested by Plan Commission members and staff are to be presented at this meeting: Q o 1. A corrected aerial photo exhibit to accurately portray the project bounds. 2. A statement from Carmel Engineering addressing the requested waivers and the acceptability of the proposed storm drainage system. 3. Tree preservation plan and details on how bufferyard requirements will be met. 4. Written commitments regarding driveway maintenance, architecture, and home square footage. 5. Building envelopes identified on the plat plan for each of the proposed lots (taking into account tree preservation areas). 6. Copy of proposed covenants and restrictions (if applicable). The Department recommends that this item be continued to the November 2nd Subdivision Committee Meeting for further discussion and review. If the above listed items are presented and are satisfactory, the Department will recommend this item be sent to the full Plan Commission with a positive recommendation.
