CARMEL PLAN COMMISSION
DEPARTMENT REPORT
September 19, 2006
31. Docket No. 06010001 Z: Monon Townes PUD
The applicant seeks to rezone 6.81 acres from Rl/Residential to PUD/Planned
Unit Development for the purpose of creating 38 doubles.
The site is located at 1001 Rohrer Road.
Filed by Ann M. Walker for Pulte Homes of Indiana, LLC.
The applicant is requesting approval of a Planned Unit Development to allow the
construction of 38 single family attached homes (in double unit buildings). Refer to the
updated information packet for draft details of the proposed new structures and site
layout. The public hearing for this item was held at the February 21 st Plan Commission
meeting. This item was discussed at the March 7th and May 4th Subdivision Committee
Meetings.
The following public concerns and suggestions were noted in these previous meetings:
1. Desire to see southern townhomes to be reduced to 2 stories to better transition with
their existing homes in Autumn Lakes.
2. Addition of more buffer and plantings along the southern property line.
3. Stub street connection into the northern stub in Autumn Lakes.
4. Location or plan for School Bus pickup.
The petitioner redesigned the project to take each of the above into consideration. The
new proposal reduces the number of units from 65 to 38. The 3 story townhome
buildings have been replaced by 2 story double unit buildings (with full basements).
At the September 5th Subdivision Committee meeting this revised plan was submitted.
Due to it being vastly different than the original proposal, the Committee voted to send
the plan back to the full Plan Commission to collect feedback and insight.
Staffs initial comments and concerns are as follows:
1. The two story double unit concept is contextually sensitive and is a better option than
the original submission.
2. The long, unbroken "garage door plane" is the only negative design aspect of this
proposed structure. Is there any way to offset this plan to help break up the "double
garage door front?" Are rear load garages an option?
3. Engineering and landscape comments will be made after a revised, engineered site
plan is submitted.
The Department recommends that this item be sent back to the Subdivision
Committee on October 3rd for further review.
