Docket No. 06010001 Z: Monon Townes PUD The applicant seeks to rezone 6.81 acres from Rl/Residential to PUD/Planned Unit Development for the purpose of creating 65 townhomes. The site is located at 1001 Rohrer Road. Filed by Ann M. Walker for Pulte Homes of Indiana, LLC. The applicant is requesting approval of a Planned Unit Development to allow the construction of 65 single family attached homes. Refer to the updated information packet for full details. The public hearing for this item was held at the February 21 st Plan Commission meeting. The following public concerns and suggestions were made: 1. Desire to see southern townhomes to be reduced to 2 stories to better transition with their existing homes in Autumn Lakes. 2. Addition of more buffer and plantings along the southern property line. 3. Stub street connection into the northern stub in Autumn Lakes. 4. Location or plan for School Bus pickup. This item was discussed at the March 7th Committee Meeting. Since that time the petitioner has redesigned the site and has made some building design alterations. Please see the revised packet for a summary of those revisions. Staffs comments and concerns are as follows: 1. Buffering of the residential properties along the southern border. The redesign does a much better job of providing buffer and access to the existing homes to the south. Is it possible to introduce a 2 story townhome/condo product for those homes along the southern border (on the cuI de sac)? 2. As with all recent townhome projects, staff encourages the petitioner to explore design options to make these homes unique (both on site, and in the context of the City). The City is seeing an increased number of townhome developments that are fully reliant on the same architectural style (3 story brick, Georgian). As the City gets more and more of these projects it is important to explore other styles, as well as entertain the idea of mixing product types within the same development. Is there an opportunity to utilize a different style along the southern border to aid both in breaking up project monotony, and better transitioning with Autumn Lakes? Staff supports the rear load design and also feels that the proposed Monon plaza/rest area helps to establish some defining character for this project. u w 3. Petitioner must commit to required upgrades to Rohrer Rd along the project frontage. These upgrades can be constructed or funded for future City improvements. The petitioner is required to coordinate with City Engineering to determine these improvements (or cost thereof), and commit to construction or funding prior to approval. 4. Street lights need to have cut off fixtures that cast light down and not up or out. 5. Landscaping sections should be revised and a new landscaped plan submitted, as per the Urban Forester. 6. With this redesign, staff is still awaiting review and response from Engineering.
