The proposed project falls in the incolpOtated area of the City of Carmel 2. The proposed project DOES NOT fall .in a Caunel Wellhead protection Zone. 3. The proposed project drains to the Hunters Creek South Drain. and is therefore in the Hunters Creek South Regulated Drain Watershed. 4. The Hunters Creek South Drain runs along the north boundary of this project. The drain consists of an open ditch and a 10" clay tile. The current regulated drain easement is 75' each direction from the top of bank on the open ditch. S. This project will require the reconstruction ofthe Hunters Creek South. Drain, as proposed in the construction plans. A new structure can be set at the existing end- section and the open ditch can be piped, with a properly sized pipe. The existing 10" tile must be connected into the new strUCtUre, which means the invert will need to be around an 834.5. The old tile must be crushed or properly abandon. The piping of the swale will need to continue farther the shown in the cwrent plans and the site outlet will need to be connected into the pipe, verse the open ditch. With the construction plans. please submit the following procedural items to this office~ 52.0 petition for reconstruction (for Hunters Creek South)~ non- enforcement request, outlet permit, and eniincer's estimate for the reconstruction. Bonds for 120% of reconstruction cost will need to be posted before final approval on the plans. The applications are available on our website at http://www.co.hamilton.in.us. go to Departments, Surveyor, and Drainage Permits. 7. Will the existing Lassiter Place plat be vacated? 8. Please note this site will be required to comply with the new Hamilton County Stormwater Management Technical Standards Manual, along with any additional requirements from the City of Carmel Manual. 9. Hamilton County Ordinance 4-26-99-C(5) may require downstream improvements and contact of the downstream property owners. This will be discussed later when a site visit can be scheduled. 10. Where does pond #2 drain? If is goes to tbe Autumn Lake pond, which is part of the Autumn Lakes Drain, improvements to the pond outlet will be required. 11. Are the internal storm sewers being proposed as private drains? If so, who will be responsible for maintaining the pipes and the storm water quality measures? 12. No landscape planting or permanent structures (Le. brick wall) will be permitted within the regulated drainage easements per Indiana Code 36-9~27-33(d). 13. Please submit complete construction plans, the secondary plat. and drainage calculations to this office when they become available. 14. The Hamilton County Surveyor's Office has no objections to the rezone. 15. Please note that further comments may be necessary at a later date. We offer the following comments: GENERALINFO~ATION 1. The project site is located within current City of Carmel Corporate Limits. 2. Jurisdictions: . Streets and Right of Way (Interior Streets/Rohrer Road) - City of Carmel . Water - City of Carmel Utilities . Sanitary Sewers - City of Carmel Utilities . Storm Sewers/Drainage - Hamilton County Surveyor's Office/City of Carmel . Regulated! Legal Drains - Hamilton County Surveyor's Office. 3. Board of Public Works and Safety Requirements: . Water Availability and Sanitary Sewer Availability approval from the Board is based upon the total number of units and number of bedrooms per unit. Reference Item In 1 below. If a community swimming pool or bathhouse is planned, additional Water and Sanitary Sewer Availability approval from the Board will be required and additional Water and Sanitary Sewer Connection Feeswill be assessed. If entryway or other community irrigation systems are planned; these will also require additional W ater Availability approval from the Board and additional Water Connection Fees will be assessed based upon the size and usage of the system . Commercial Curb Cut approval will be required for Rohrer Road Entrance and possibly for what is referred to as an Emergency Street (Autumn Lake Overlook). The request for Board approval should include 8 W' x 11" exhibits that indicate the proposed and!or existing curb cuts and all appropriate data and dimensions including width at throat and street, radii, etc. Please indicate all existing opposing curb cuts and their relationship to the proposed curb cut for this development. . Temporary Construction Entrance. Separate BPWS approVal will be required if this entrance is to be located anywhere other than the site of the permanent curb cut. . Any permanent improvement (including irrigation systems) to be installed within dedicated right of way or dedicated easements within the subdivision. This approval would require a Consent to Encroach Agreement between the Owner and the City of Carmel. Irrjgation Systems Consent to Encroach Agreements requires only Engineering Department approval. All other encroachments will require BPWS approval of the Consent to: Encroach Agreement. . Secondary Plat approval. . Please use the Engineering Department deadlines for submissions to the Board. Any submission to the Board requires prior approval by the Carmel Clay Plan Commission and/or the Board of Zoning Appeals (if applicable) and completion of review by the Technical Advisory Committee. All written requests to be placed on the Board's agenda must include the appropriate Docket Number and the date (or dates) of approval by the Plan Commission and/or the Board of Zoning Appeals (if applicable). 4. T.A.C. Review/Drawings submitted for approval: We request that all comments and comment letters generated by this office be answered in writing and be accompanied by a drawing reflecting requested revisions. Final drawings will not be approved for construction until all Engineering Department and Carmel Utilities issues have been resolved. The design engineer must certify all drawings submitted for fmal approval. We will require nine-sets of drawings for approval after all issues have been resolved. The drawings will be stamped as approved and will be signed by the City Engineer and by Carmel Utilities and then forwarded to the Hamilton County Surveyor's Office for approval. The Surveyor's office will retain two sets. One set will be distributed to the Owner/Developer to be maintained on the construction site. One set will be distributed to the Engineer, One set will be distributed to the Contractor. Two sets will be distributed to Carmel Utilities and two sets to the City of Carmel Engineering Department. 5. Please be advised that any installation of signs, walls, irrigation systems, etc. within dedicated right of way or dedicated easements will, with the exception of irrigation systems, require Consent to Encroach Agreement approval by the City of Carmel's Board of Public Works and Safety. 6. Carmel Utilities should be provided copies of all drawings and revisions for review of water and sanitary sewer issues. They will provide a separate review regarding these issues. 7. Carmel Utilities does subscribe to "Holey Moley" who should be contacted directly for all water main and sanitary sewer main locations. 8. I am including copies of the following with this correspondence: . Subdivision Project Approval Procedures . Commercial Project Approval Procedures . Performance Release Procedure . Subdivision Building Permits . Permit Data, Contacts, etc. BONDING REQUIREMENTS 9. Upon initial review, it appears the following bonding requirements may apply to this project: Performance GuaranteeslEngineer's Estimates Individual Performance Guarantees will be required for the following subdivision improvements: . Interior Streets (base, binder and surface). Not required if interior streets are private streets . Curbs (interior streets). Not required if interior streets are private streets. . Water Mains . Sanitary Sewers . Storm Sewers. Not required if interior streets are private streets. . Street Signs. Not required if interior streets are private streets. . Sidewalks. Not required if interior streets are private streets". . Right of way Improvements To include accel/decellanes, passing blister, pavement widening, striping, asphalt paths, etc. Erosion control will require a performance guarantee. It is yet to be determined if this guarantee will be to the City of Carmel or the Hamilton County Surveyor's Office. Storm Sewers and Monuments & Markers will be bonded with the Hamilton County Surveyor's Office. The amount of the Performance Guarantee is based upon a certified Engineer's Estimate for 100% of the cost of labor and materials to construct the individual improvements, to be provided by the design engineer. Please provide detailed Engineers Estimates for each improvement including t-;- ""'. w o unit costs, quantities, materials and types of materials, etc. Upon completion and release of individual Performance Guarantees, a three-year Maintenance Guarantee will be required. The Maintenance Guarantee amount is based upon 15% of the Performance amount for Streets and Curbs and 10% of the Performance amount for all other improvements. Performance Guarantees may be Performance or Subdivision Bonds or Irrevocable Letters of Credit. Please reference the enclosures for more detailed explanation of our procedures. Right of Way Permit and Bonding . Any work in the dedicated right of way of Rohrer Road will require an approved Right of Way Permit and a License & Permit Bond. The bond amount is determined by the number of instances of work in the right of way at $2,000.00 per instance. However, if the work is included in the scope of work of a performance guarantee, the performance guarantee may be used to satisfy bond requirements of the Right of Way Permit. Please contact our Right of Way Manager, Fred Glaser, to arrange right of way permitting and bonding. 10. We have engaged Crossroad Engineers, PC to review all drainage plans and drainage calculations submitted to this office for review. We will share Crossroad's comments as they are received. When construction plans are submitted for review for this development, please provide 2~sets of plans and calculations to allow us to send the extra set to Crossroad to save some time in the review process. AVAILABILITY AND CONNECTION FEES 11. Availability (acreage) Fees must be paid after all other Engineering Department requirements have been satisfied and prior to the start of construction activities. Availability Fees are based upon total platted acreage for the development at the current rate of$I,010.00 per acre, Water Availability Fee and $1,365.00 per acre, Sanitary Sewer Availability Fee. Based upon the primary plats indicated acreage, the following Availability Fees would apply: Water- 6.81 Acres@$I,OlO.OO/Acre= $ 6,878.00 Sanitary Sewer - 6.81 Acres @ $1,365.00/Acre = $ 9.296.00 Total Availability (acreage) Fees $16,174.00 Connection Fees - Based upon the drawings submitted, there appear to be 14-buildings with a total of 65-single family townhome units. Please provide this office with a listing of the buildings, units per building and number of bedrooms per unit. The current Water Connection Fee is $1,310.00 per EDU and the current Sanitary Sewer Connection Fee is $795.00 per EDU (total $2,105.00) per EDU/single-family residence). Connection Fees are paid when the infrastructure has been complete, satisfactory test results obtained and the subdivision has been released for permits. The EDU calculation is based upon the following: I-Bedroom Unit @ 0.54 EDUs per Unit 2-Bedroom Unit @ 0.81 EDUs per Unit 3-Bedroom Unit @ 1.00 EDUs per Unit . . If an irrigation system, swimming pool or clubhouse is planned for this, or any future section of the development, additional Water and Sanitary Sewer Connection Fees will be assessed based upon the recommendation. of the Director of Carmel Utilities. PRIMARY PLAT COMMENTS 12. Title Page Tl- The site will be served by Carmel Utilities reg~ding water and sanitary sewers. Please make appropriate revisions to the Utilities and Governing Agencies and to the Summary of Pertinent Data on the Title Page. 13. Please contact Crossroad Engineers to obtain a drainage review checklist. The Department will expect the drainage design to conform with the requirements of this checklist. 14. On the plan sheets, please provide text to identify adjacent developments - Hunter's Creek South on the west side, Rolling Acres on the east side, and Autumn Lake Subdivision on the south side. 15. There is already a development within the City with a very similar name, Monon Townhomes. The Department suggests selecting a different name for this development to avoid any confusion. 16. Sheet C2.0, change the width of the multi-use path from 8 feet to 10 feet. 17. Please indicate a swale along the south property line to carry runoff to the ponds. ~ ~' ...... u w 18. Along the south and west property lines, drainage easements and landscape easements are shown to overlap. The drainage easements and landscape easements must be separate. 19. The entrance must be located a minimum of 500 from the intersection of Rohrer Road and Nevelle Lane. Please indicate and label all entrances, drives, and intersecting streets for at least 500 feet in both directions from the proposed entrance. 20. The Department assumes that all streets will be private and that the stub shown is an emergency street. Please confrrrn with the Department of Community Services that terminating Autumn Lake Road in this fashion is acceptable. 21. The Department recommends that all private streets be constructed to City standards. This is not a requirement of approval. 22. Please indicate widening of Rohrer Road to provide 24 feet of pavement across the frontage. Auxiliary lanes shall be measured outside this 24 feet of pavement. 23. The entire existing roadway shall be milled and resurfaced across the frontage or to the limits of the auxiliary lanes, whichever is greater. 24. The widening, milling, and resurfacing can be credited against any commitments made for construction of the full cross-section improvements prescribed by the Thoroughfare Plan. The auxiliary lanes and passing blister should not be credited, as these are required by Ordinance. 25. Right-of-way per the Thoroughfare Plan must be dedicated across the frontage. 26. Please indicate the ultimate outfall for the storm water; if it crosses under the Monon Trail, and the piped or overland flow route to this point. How big is the pipe under the Monon Trail? Please confrrrn that the size of this pipe is adequate for the watershed. Ifnot, this restriction shall be considered in the drainage design. 27. Please provide detention volume for the fully developed thoroughfare plan right-of-way for the Rohrer Road frontage. This requirement shall apply regardless of watershed limits. Please provide adequately sized pipes to carry water from the street to the proposed ponds. 28. Please remove the Landscape Plan from plans submitted for approval to the Department of Engineering. The Department of Engineering does not approve the landscape plan. These comments represent the Department of Engineering's initial review of the primary plat for this project. We request that all responses to our comments be provided in writing. Failure to provide written responses may result in the delay of the review process. It is critical that our office be made aware of all modifications made on the plans being resubmitted, particularly if any such changes are considered "new" or fall outside of our previous reviews. Please provide revised plans including. all revisions. Please notify us of any changes and specifically state any changes, including changes resulting from Plan Comrnission, BZA or other committee meetings. All bonds and performance guarantees must be posted prior to Engineering Department approval of construction plans. Also, Board of Public Works and Safety approvals and any other governing agency approvals (if required) must be obtained prior to Engineering Department approval. The Department reserves the right to provide additional comments based on subsequent reviews and on the grading and drainage system upon receipt of drainage calculations and more detailed construction drawings that provide grading elevations, pipe sizing and invert elevations.
