June 6, 2006
4. Docket No. 06010009 Z: Crook PUD
The applicant seeks to rezone 20 acres from S llResidential to PUD for the purpose of
platting 40 single family homes on 20 acres.
The site is located at 2238 W. 136th Street and is zoned SllResidential.
Filed by Charlie Frankenberger of Nelson and Frankenberger for Indiana Land
Development.
The applicant is requesting approval of a Planned Unit Development to allow the construction of
40 single family detached homes. Refer to the revised information packet for full details. The
primary access to the site is a boulevard entrance from 136th Street. The site also stubs north into
the Westwood Estates subdivision.
The public hearing for this item was held at the February 21, 2006 Plan Commission meeting.
Two people spoke in opposition in regards to the density of the project. One person also
mentioned the need for developments to include some affordable housing options (mixed within
the development). The petition has been discussed at three meetings of the Subdivision
Committee. Through those discussions, the petitioner has revised the architectural requirements
and some of the open spaces. Changes made since the March 4th meeting can be found behind
Tab 1 (items 12 - 14 only).
Engineering issues have been resolved.
Landscape plan issues are as follows
1. The Utility plan shows that there are conflicts between the landscape materials and
easements and utility lines and drainage easements, including but not limited to street
trees over water lines, and on the east side along the perimeter of the property. Please
resolve these issues by showing the utility lines within the utility easements or
removing the trees from over the lines and placing them nearby. You are not able to
plant within utility and drainage easements.
2. There are species diversity issues within your street tree plantings. The plan is
showing 56 lacebark elms, 31 zelkovas, and 32 Shademaster honey locusts. Please
add another large maturing shade tree species and make the numbers about 30 each,
species such as red oak, bur oak, or ginkgo would work.
The petitioner seeks a recommendation with the following commitments:
1. The above landscape plan issues will be fully resolved and a compliant revised plan
will be submitted for packets one week prior to the Plan Commission Hearing.

2. Petitioner must commit to required upgrades to 136th Street along the project frontage.
These upgrades can be constructed or funded (for future construction). The petitioner
is required to coordinate with City Engineering to determine these improvements (or
cost thereof), and commit to construction or funding prior to approval. This
commitment must be recorded.
Staff feels that unless there are other issues that the petitioner wishes to revisit, the
Subdivision Committee should make a recommendation on this project and move it
forward with a recommendation.
