Floor City Center, Carmel, IN Attention: Ramona Hancock, Secretary City of Carmel Plan Commission Re: Docket # 06080034 Rezone & Docket # 06080035 ADLS Dear Ms. Hancock: With respect to the above captioned docket I.D.'s, and the applications presented therewith: The residents of Donnybrook Addition, and Donnybrook Woods Subdivision (Donnybrook), wish to be on the record as opposed to this project. We will appear at the public hearing on October 17,2006, in order to present an organized remonstrance to the proposed development. Attached to this letter you will find our written objections to the application for rezone. It is our intention to present our viewpoint to the commission, at the public hearing, addressing the pertinent issues by having (no more than) 4 spokespersons from our association, who will cover a variety of aspects on how this development would affect our neighborhood. We have limited the number of speakers in order to prevent redundancy, in order to efficiently and effectively present our concerns, in the allotted time available for our group. ( condn~d) " (2) We are attaching petitions to this notification, for inclusion in the record, and they include not only petitions from the residents of Donnybrook, but additionally, petitions from residents of neighboring subdivisions. We want to point out to the commission that those subdivisions may indeed wish to present their own written objections, and may wish to have their own representatives speak at the public hearing. List of objections, pertaining to docket #6080034 & #06080035 ADLS List of WRITTEN OBJECTONS: Technical issues: (1) Design and engineering is flawed. Our representatives will address this with a higher degree of specificity at the Oct. 17th. public hearing. (2) Density is much too high, which results in the following problems: Public Safety Deficiencies: 2-a. traffic congestion of major magnitude resulting from exiting traffic in morning rush hours, and entering traffic during the evening rush hours. This entrance is not capable of handling the expected 100+ vehicles from 56 households jammed into this small tract of land. ( continued) (Page Two) 2-b. by attempting to fit 56 townhouses into such a small space, this allows only 10' side set-off clearances between buildings. This causes concern about fire emergency vehicles gaining access the area. In addition, tight curves with an inadequate radius and narrow roadway widths could impede access of ALL emergency vehicles. We would anticipate that when residents and guests park on the streets and driveways, that situation would become critical, as simply too many units are crowded into to little space. 2-c Curb cut width shown on the design is improper. The actual width that can be built can not accommodate mail boxes, which will become a bottleneck. A 24-26 foot wide curb cut, a width that can be built, in addition to being located in the flood plane, would have a difficult time accommodating traffic flow into the ( continued) l .- " eo ". Aesthetics: 3-a. the listed density of 6.7 units per acre puts this into the category of "high density" multi-family, which is a leap-frog jump from all adjoining residential areas. 3-b. the 35' height of buildings is incompatible with adjoining properties 3-c. the exterior trim detailing and materials are incompatible with the quality and standards of all adjoining properties. 3-d. three of the four perimeters of the development have elevations that present a rude view to adjoining properties, with all garage doors facing outward, for rear loading basement garages. ,. .-" .J ~_......
