See Exhibit 1 for the Location and Vicinity Map. The site currently consists of grass lawn area with some gardening area at the northwest corner of the site. Most of the project site lies within areas determined to be within the floodway and/or floodplains per Community Panel #18057C0207G of the Flood Insurance Rate Map dated November 19, 2014. See included FEMA Flood Map included in this report. The existing soils are Soil Group D, with an overall curve number of 80. The existing site drainage sheet flows northeasterly toward an existing swale that runs along the north property boundary. Post-Development Conditions This project includes the construction of a greenhouse and headhouse building for gardening and small-scale urban farming. The rest of the site will consist of grass area and planting beds with the exception of 14 parking spaces that will be pervious NDS Grass Pavers. Access to the project will be from the existing driveway that was recently reconstructed with the Smoky Row Road improvements. The proposed stormwater runoff will continue to infiltrate naturally and/or continue to sheet flow northeasterly to the existing swale. No storm sewer is proposed, and drainage is to follow existing drainage patterns. The only impervious area on site will be the ±1,600 sft roof area, and roof drainage will splash on grade. Due to the minimal impervious area added, the overall curve number for the site remains unchanged at 80, so no additional stormwater detention will be necessary to meet the City release rate requirements. Stormwater quality will be achieved via the pervious pavement BMP for parking, as well as the site serving almost entirely plant growth and vegetation. Floodplain Mitigation Much of the site is included in area that is delineated as both floodway and floodplain. Both of the proposed structures will be constructed outside of floodway areas. To meet the minimum 2’ freeboard above the Base Flood Elevation 813.00 for all permanent structures within Zone AE, some filling of the floodplain will be necessary. This fill will be mitigated onsite, with cut areas on the north portion of the site. The cut area will be graded such that drainage will continue to sheet flow northeasterly following existing drainage patterns. The earthwork balance is included with this report showing the total cut volume provided exceeds the total volume filled above the BFE of 813.00. Soils are assigned to one of four groups according to the rate of water infiltration when the soils are not protected by vegetation, are thoroughly wet, and receive precipitation from long-duration storms. The soils in the United States are assigned to four groups (A, B, C, and D) and three dual classes (A/D, B/D, and C/D). The groups are defined as follows: Group A. Soils having a high infiltration rate (low runoff potential) when thoroughly wet. These consist mainly of deep, well drained to excessively drained sands or gravelly sands.
