CARMEL BOARD OF ZONING APPEALS REGULAR MEETING
DEPARTMENT REPORT
MONDAY, OCTOBER 23, 2023
(V) Gramercy West, Stone Gravel Variance.
The applicant seeks the following development standards variance approval for 46 lots:
7. Docket No. PZ-2023-00212 V Gramercy West PUD Ordinance Z-630-18, Section 6.2.C
Gravel prohibited in front/side yards, Gravel in side yards requested.
The site is located at approximately 942 Templeton Dr. (Gramercy West Subdivision). It is zoned
PUD/Planned Unit Development. Filed by Edward Freeman of David Weekley Homes.
General Info:
• The Petitioner seeks approval to have decorative stone/gravel used between the houses of 46 lots, when
gravel is prohibited.
• The minimum lot widths for the C and D lot types in Gramercy West is 25 feet and 31 feet.
• The minimum side yard building setbacks for the C and D lot types in Gramercy West is only 3 feet.
• There is approximately 6-10 feet of setback area between houses.
• The lots are surrounded by single family dwellings.

Variance Requested:
Gravel Prohibited -
• Per the ‘Areas to be Landscaped’ section of the Gramercy West PUD Ordinance, all front yards and side
yards shall be planted with turf sod with the exception of landscape planting areas which may be covered in
mulch. It also states that Gravel shall be prohibited.
• Petitioner states that grass/sod cannot be sustained in these full shade areas.
• The Carmel Forestry Dept. has no issue with this variance request.
• The Planning Dept. suggests adding some landscaping (shrubs, long grasses, etc.) in front of the gravel areas,
even with the home faces, to help block the view of these gravel side yard areas.
Review Comments:
• All planning/zoning review comments related to the variance applications have been addressed.
Final Comments:
• The Planning Dept. is supportive of this variance request, with the recommended condition of approval of
adding some landscaping (shrubs, long grasses, etc.) in front of the gravel areas, even with the home faces to
help block the view of these gravel side yards.
Findings of Fact:
• Please refer to the Petitioner’s Findings of Facts included in their BZA Info Packet.
Recommendation:
• The Dept. of Community Services (DOCS) recommends positive consideration of the variance request, with
the condition adding some landscaping (shrubs, long grasses, etc.) in front of the gravel areas, even with the
home faces to help block the view of these gravel side yards, and the adoption of the Findings of Facts
submitted by the Petitioner.
