Based on the submittal that I received today, the Branson BIdg no longer has any
outstanding issue. I still need to review the revised plans for the entire Block F
development, but I do not have any problems with Mr. Klain starting his building at
point. If you have any questions, please let me know.

Was this building maybe named the Klain Building when it went thru TAC. Looking at the
Docket Number and the plans associated with that (VOWC Commercial Bldgs. & Townhomes 1- See
3001, Block F), I see the Founders Building and the Klain Building. If that is true, HCSO
still has outstanding issues with the entire review for Block F that have not been

David,
I did want to let you know that I heard from John Duffy of Carmel Utilities this morning,
regarding your water connection permit. The permit will cost: $4,602.00. You can either
come in and pay that prior to your submittal meeting, or you can bring the check when you I:
come in for the submittal meeting. When you pay for this permit, we will need to know the
name of the excavating company that will be excavating for the lateral connection to the utility
lines. That company must hold a current bond with the City of Carmel Engineer's office. If you
have any questions about this, please let me know. (This permit is issued out of the BUildingl &
Code Services office-not the Carmel Utilities office, even though it is for them.) ,

David,
The following requests for copies of certain parts of the approved plan come from members of
our Planning and Zoning office. One copy of each stamped plan is required for submittal for the
building permit. I have also listed outstanding items as I am aware of them, after the first items.
1. Please submit four (4) copies of the approved site plan to Scott Brewer, DOCS, One Civic Square, Carmel, IN,
46032. You will be notified when your copies are ready for pickup. Contact: Scott Brewer, City Forester/Environmental
Planner. One Civic Square; Carmel. IN 46032. Phone: (317) 571-2478. FAX (317) 571-2426
2. Please submit three (3) copies of the architectural elevation drawings for the structure to Matt Griffin, DOCS,
One Civic Square, Carmel, IN, 46032. You will be notified when your copies are ready for pickup. Contact: Matt
Griffin, Planning Administrator. One Civic Square; Carmel. IN 46032. Phone: (317) 571-2417. FAX (317) 571-2426.
I
Please contact John Duffy of Carmel Utilities regarding the water connection/availability. If a ~
permit for the water needs to be issued, that will need to be obtained prior to submittal for the
building permit, or at the time of the submittal meeting.
Additionally, I am still waiting to hear that Clay Township Regional Waste has signed off, or .
that you have obtained your permit. Also, I believe the City of Carmel Engineer's office still has
the most recent revised plans in review. We will need to hear back from them that the plans
have been approved.
Thank you,
Sarah

John & Gary,
Between myself and the contractors, we had been in touch with John regarding the water
connection fees that would be due for the Klain building at the Village of West Clay and the
Founders building at the Village of West Clay. I have John's email from 10/12/06 giving the fee
amount, based on the square footage and use information the builder had provided regarding
the Klain building. I then forwarded this number to the builder, so that he would be able to bring
in the check for the water when he came in to submit for the permit. Also, a representative far
the project of the Founders building contacted Utilities, and John let me know by phone an
10/11/06 what the fee for that building would be. I again passed that infarmatian ta the builder,
sa that they wauld be able ta prepare a check far their submittal.
Dick then brought aver his calculatian sheets far these buildings sametime later. I did nat laak

is listed an Dick's sheets.

MU<NS OF EGRESS
~.
age level is the same as for the means of egress illumi-
nation in Section 1003.2.11,1. The reduction of
illumination recognizes the performance characteristics
over time of some types of power supplies, such as bat-
teries. The minimum levels are sufficient for the occu-
pants to egress from the building.
The maximum illumination uniformity ratio of 40
means that the variation in the illumination levels is not
to exceed 40. For example, a minimum of 0.06 foot-can-
die (0.6 lux) would establish a maximum illumination of
2.4 foot-candle (24 lux) in an adjacent area. This Is to
establish a variation limit such that the means of egress
can be seen as a person walks from bright to darker ar-
eas along the egress path.
1003.2.12 Guards. Guards shall be located along open-sided
walking surfaces, mezzanines. industrial equipment platforms,
stairways, ramps and landings which are located more than 30
inches (762 mm) above the floor or grade below. Guards shall be
adequate in slTength and attachment in accordance with Section
1607.7. Guards shall also be located along glazed sides of stair-
ways, ramps and landings that are located more than 30 inches
(762 nun) above the floor or grade below where the glazing pro-
vided does not meet the strength and attachment requirements in
Section 1607.7.
Exception: Guards are not required for the following loca-
tions:
L On the loading side of loading docks or piers.
2. On the audience side of stages and raised platforms,
inc\udin~ steps ,leading up to the stage and raised

3. On raised stage and platform floor areas such as run-
, ways. ramps and side stages used for entertainment or
presentations.
4. At vertical openings in the performance area of stages
and platforms.
5. At elevated walking surfaces appurtenant to stages and
platforms for access to and utilization of special light"
ing or equipment.
6. Along vehicle service pits not accessible to the public.
7. In assembly seating where guards in accordance with
Section 1008.12 are permitted and provided.
.$0 This section establishes the conditions that warrant
guards to be located on all types of open-sided walking
surfaces that are located more than 30 inches (762 mm)
above the floor or grade below, including but not limited
to those listed in the code. Additionally, this section reg.
, ulates where glazing is installed on the 'open side" of a.
stairway and the glazing has not been designed to resist
the forces from a fall.
Where one ormore sides of a walking surface is open
to the floor level or grade below. a guard system must
be provided to minimize the possibility of occupants ac-
cidentally failing to the surface belOW (see Figure
1003.2.12). A guard Is required only where the differ-
ence in elevation between the higher walking surface '
and the surface below is greater than 30 inches (762
mm). The 'loads for guard design 618 addressed in See-
tion1607. '
