HomeMy WebLinkAboutLetter #44 John & Valerie OwenNovember 10, 2023 RE: Residential Committee Meeting November 13th 2023 Docket No. PZ-2023-00014 PUD: Andrews PUD Rezone Carmel Plan Commission c/o Joe Shestak, Secretary jshestak@carmel.in.gov Dear Plan Commissioners, I am writing once more to convey my continued and, more recently, heightened concerns regarding the above rezoning request. Prior to the initial May 16th Plan Committee Hearing on this request many residents of the Gray Oaks community, which is negatively impacted by the proposal, wrote letters expressing their concerns in addition to attending the Hearing. These concerns are already well documented with the Plan Commission, so it is not my intent to re- iterate them here. At the hearing several of the Residential Committee members made comments indicating an understanding that our concerns were very real . Subsequent to this Hearing, Developer (Pulte) and Gray Oaks HOA representatives have had face to face meetings that resulted in a revised development proposal for 31 single family homes. Pulte are to be commended for listening and although some issues remain, their revision goes a long way towards addressing our concerns. Our assumption was that it is this revised proposal that would be put to the Plan Committee on Nov 13th. The Department’s stated preference, in their recently communicated report, for a reversion to the original proposal of 46 townhouses and 14 dual family dwellings has caused a great deal of confusion, diminished clarity in the process, and potentially places us back in square one!! Finally, with the plethora of multi-story apartment dwellings built recently, or currently under construction, in Carmel (almost to the detriment of the appearance of the City I might add), I have yet to hear a single compelling argument as to why the property in question should be granted a rezoning change from R-1.
