Short Memo Introducing Project: Pedcor Community Development Corporation (“PCDC”) in partnership with the Carmel Redevelopment Commission (the “CRC”) proposes to develop approximately 38 acres of land, located at the northeast corner of 111th Street and Pennsylvania Street into a multi-phase, mixed-use project known as Penn One Eleven. Penn One Eleven will include for-sale townhomes, apartments, office space, retail space, greenspaces, and two public parking garages. B. Statement of Variance Request Our design team has worked with the CRC through the early design stages to meet all zoning requirements. As such, we are requesting the variance summarized below: • UDO Section 2.36 Lot Coverage - The subject parcels are zoned C-2 and is only permitted 80% maximum lot coverage. This variance requests 95% maximum lot coverage. C. Statement of Support The current permitted lot coverage is 80%, but the intended Penn One Eleven development, which will be a multi-phase, multi-use development, requires several rights of way to be dedicated to the City of Carmel which requires wider street sections, and will result in the development exceeding the required lot coverage. We are looking forward to presenting this request at the November 27, 2023 Board of Zoning Appeals Hearing Officer meeting. Thank you.
