Attached is also a copy of the master plan showing the different planting areas by color that correspond to the colored sections on the plant list. I typically would label all of the plants on the master plan but we just haven't gotten that far yet as we are still a ways out from construction. It would appear that the tree we had proposed for the corner bed by the road (red on the plan) would be a large shade tree...an oak tree to be specific. From the paragraph above, it would be my understanding that this tree can be planted within that 15' corner triangle as it would be branching far above the 3'-8' height constraint. It is quoted as a 1.75" BB tree but we could go larger on the initial planting size if we need to ensure that the branching starts above the 8' constraint. A 2.5" or 3" tree should be plenty tall. The other items in that bed are just mop cypress and elijah blue fescue grass which both would be under the required height constraints. I have a Carmel BZA Hearing Officer Meeting scheduled for 11/27 and Mr. Youkilis is seeking a parcel coverage variance (Docket No. PZ-2023-00261 V). Carmel's LIDO Section 3.64(C)(3) permits a maximum 45% Lot Coverage and Youkilis is seeking approval for 48% parcel coverage. Attached is the Plot Plan that was filed with Planning Staff for the BZA request. Typically, Angie Conn of Carmel's Planning Staff asks that I obtain an email from the Surveyor's Office indicating that the Surveyor's Office has no objection to the parcel coverage variance request.
