Sunrise Senior Living The applicant seeks the following development standards variance approval: Docket No. 06110002 V Section 27.08 number of parking spaces The site is located at the northeast comer of Old Meridian St. and US 31. The site is zoned B-6/Business within the US 31 Overlay. Filed by Mary Solada of Bingham McHale, LLP for Sunrise Development, Inc. General Info: The petitioner seeks variance approval for a reduction of 100 parking spaces for a senior living development. Findings of Fact: 1) The approval of this variance will be injurious to the public health, safety, morals, and general welfare of the community because: the reduction of parking by 100 parking spaces may affect overall traffic flow in the immediate area, with a lack or parking opportunities on-site, and with visitors or residents of the site parking on nearby parking lots. Analysis: The petitioner is proposing 0.78 parking spaces per unit, while the Zonin~ Ordinance req"':lir~b:lRg sl'ae:cs pGI dwdliuc; ~unit . 3.. ~ pOvaL p-<?A.d. - The required number of parking spaces for this development is 208 and only 109 are proposed. There is concern about lack of parking for the residents, employees, and guests. There might be too much use on this site; the use may be too intense. Perhaps underground parking or a parking deck may be built. Another option is to make each building taller, freeing up land for extra parking areas. The charts on the next page were provided by the petitioner. They show parking ratios of other similar facilities owned by Sunrise. Also, refer to the info packet for a parking study. OLD MERIDIAN ST 2) The use and value of the area adjacent to the property included in the variance will be affected in a substantially adverse manner because: the reduction of parking by 100 parking spaces may affect overall traffic flow in the immediate area, with a lack or parking opportunities on-site, and with visitors or residents of the site parking on nearby parking lots. 3) The strict application of the terms of the Zoning Ordinance to the property will not result in practical difficulties in the use of the property because: there is no hardship to the petitioner when there are other design options for providing the required amount of parking. Underground parking or a parking deck may be built. Another option is to make each building taller, freeing up land for extra parking areas. Recommendation: The Dept. of Community Services recommends negative consideration of Docket No. 06110002 V. ~ ..
