CARMEL PLAN COMMISSION
DEPARTMENT REPORT
November 21, 2006
3J. Docket No. 06070008 DP/ADLS: Pennwood Professional Office Park.
The applicant seeks to construct two, 2-story office buildings, on a 4.11-acre
parcel.
The site is located at 11505 North Pennsylvania Street and is zoned B5.
Filed by E. Davis Coots of Coots, Henke, and Wheeler.
The applicant is requesting approval to build two, 2-story office buildings connected by a two-
story corridor, on a 4.1 I-acre parcel. Please see the informational packet prepared by the
applicant for an overview of this project.
The site is located on the east side of Pennsylvania Street, immediately south of the Policemen's
and Firemen's Insurance Association site. It is not within the US 31/Meridian Street Overlay
District. The site is currently vacant. As proposed the buildings would align with existing office
buildings to the north and south, and is constructed primarily of glass and pre-cast concrete.
This item was heard at the September 19th Plan Commission meeting. One person spoke in
opposition stating concerns with the entry feature, and how the installation of such would
eliminate numerous trees. The petitioner was also asked to verify the agreement to utilize the
existing pond for runoff retention. Plan Commission members felt that the architecture needed
improvement in terms of additional detailing or use of other materials.
At the November 2nd Special Studies Committee meeting the petitioner presented revised plans
that addressed outstanding concerns. These revisions are as follows:
I. Commitment that HV AC will be fully screened.
2. Additional parking lot screening will be implemented along the eastern edge to shield
views from the residences on the opposite side of Washington Blvd.
3. No new plantings will be placed in the drainage easement.
4. The entry and parking lot paving will be redesigned to retain the existing trees near this
area.
5. Curb breaks and filtration plantings will be added along the southern edge of the parking
lot for better water treatment and stormwater absorption.
This item received a 5-0 positive recommendation from the Committee with the requirement that
the above revisions must be submitted to the Department in the form of revised plans prior to
November 21.
If the above listed plans are submitted, the Department will recommend approval of this
proposal. If they are not submitted, the Department will recommend continuance of this
item to the December 19th meeting.
