DEPARTMENT REPORT

5H. Docket No. 06070008 DP/ADLS: Pennwood Professional Office Park.
The applicant seeks to construct two, 2-story office buildings, on a 4.11-acre
parcel.
The site is located at 11505 North Pennsylvania Street and is zoned B5.
Filed by E. Davis Coots of Coots Henke & Wheeler for Richard Young and
Lenard Wolfson.
The applicant is requesting approval to build two, 2-story office buildings connected by a
two-story corridor, on a 4.1 I-acre parcel. Please see the informational packet prepared
by the applicant for an overview of this project.
The site is located on the east side of Pennsylvania Street, immediately south of the
Policemen's and Firemen's Insurance Association site. It is not within the US
31/Meridian Street Overlay District. The site is currently vacant. The building as
proposed would align with existing office buildings to the north and south, and is
constructed primarily of glass and pre-cast concrete.
Staff requests the following items be submitted to the Special Studies Committee:
I. Update on landscape plan and engineering approvals.
2. Proved revised site and landscape plans showing ENTIRE site - including the path
within the Pennsylvania Street right of way. This new site plan should make note of
the required right of way dedication, and where this new right of way line is in
relation to the proposed site improvements.
3. Please amend the site plan to include a pedestrian connection from the Pennsylvania
Street pedestrian path to the buildings.
4. How does the textured paving function on site? Does it allow stormwater
percolation? This pavement is bounded by a rolled curb, and two rows of parking.
With the curb these spaces appear to be "double parked". Please provide details on
how these site features function.
5. How will HV AC be screened? Will the parapet act as the complete screen, or will
you require other rooftop screening mechanisms? If additional screening is required,
please submit details on such. Many times these screening mechanisms are just as
unsightly as the HV AC in which they screen - as such the Department prefers the
parapet wall act as the primary screen.
6. Will signage be requested? If so, please provide details.
7. Please provide building material samples for review.
8. Additional parking lot screening may be necessary along the eastern edge to shield
views from the residences on the opposite side of Washington Blvd.
9. There are substantial plantings shown on the Landscape Plan that are in the exact
location of where the site plan shows bicycle parking. Please revise.

10. The landscape plan shows plantings within drainage easements. Please relocate and
also add the drainage easement lines to the landscape plan.
11. It would appear that the site design would easily allow for some degree of natural
stormwater filtration. Please explore adding curb breaks along the southern edge of
the parking and filtration plantings between the parking and the pond.
The Department recommends the Plan Commission forward this item to the
October 3rd Special Studies Committee Meeting for further discussion.
