The applicant seeks to construct two, 2-story office buildings, on a 4.11-acre parcel. The site is located at 11505 North Pennsylvania Street and is zoned B5. Filed by E. Davis Coots of Coots, Henke, and Wheeler. The applicant is requesting approval to build two, 2-story office buildings connected by a two- story corridor, on a 4.11-acre parcel. Please see the informational packet prepared by the applicant for an overview of this project. The site is located on the east side of Pennsylvania Street, immediately south of the Policemen's and Firemen's Insurance Association site. It is not within the US 31/Meridian Street Overlay District. The site is currently vacant. The building as proposed would align with existing office buildings to the north and south, and is constructed primarily of glass and pre-cast concrete. This item was heard at the September 19th Plan Commission meeting. One person spoke in opposition stating concerns with the entry feature, and how the installation of such would eliminate numerous trees. The petitioner was also asked to verify the agreement to utilize the existing pond for runoff retention. Plan Commission members felt that the architecture needed improvement in terms of additional detailing or use of other materials. It was suggested to explore a brick/stone option for the exterior to match other adjacent structures. Staff requests the following information be submitted to the Special Studies Committee for reVIew: 1. Update on landscape plan and engineering approvals. 2. Information on how the textured paving functions on site. Does it allow stormwater percolation? This pavement is bounded by a rolled curb, and two rows of parking. With the curb these spaces appear to be "double parked". Please provide details on how these site features function. 3. Information depicting HV AC screening. Will the parapet act as the complete screen, or will you require other rooftop screening mechanisms? If additional screening is required, please submit details on such. Many times these screening mechanisms are just as unsightly as the HV AC in which they screen - as such the Department prefers the parapet wall act as the primary screen. 4. Will signage be requested? If so, please provide details. 5. Please provide building material samples for review. 6. Additional parking lot screening may be necessary along the eastern edge to shield views from the residences on the opposite side of Washington Blvd. " o o 7. The landscape plan shows plantings within drainage easements. Please relocate and also add the drainage easement lines to the landscape plan. 8. Is there a way to redesign the entry and parking lot paving to retain the existing trees near this area? 9. It would appear that the site design would easily allow for some degree of natural stormwater filtration. Please explore adding curb breaks along the southern edge of the parking and filtration plantings between the parking and the pond. The Department recommends that this item be continued to the December 5th Special Studies Committee Meeting for further discussion and review. If the above listed items are presented and are satisfactory, the Department will recommend this item be sent to the full Plan Commission with a positive recommendation. .. w u Page 1 of 1 DeVore, Laura B From: Griffin, Matt L Friday, October 27,20061 :26 PM Carolyn Schleif; Dan Dutcher; John R.
