ORDINANCE NO. D-2683-23
AN ORDINANCE OF THE COMMON COUNCIL OF THE CITY OF CARMEL, INDIANA,
AUTHORIZING AND APPROVING AN APPROPRIATION OF FUNDS FROM THE ARP
CORONAVIRUS LOCAL FISCAL RECOVERY FUND (FUND #176)
Synopsis: Appropriates funds in the ARP Coronavirus Local Fiscal Recovery Fund for the
provision of government services pursuant to the ARP Plan adopted by the Common Council.
WHEREAS, in 2021, the City received American Rescue Plan Act funds in the amount of
Three Million Seven Hundred Sixty One Thousand Four Hundred Sixty Dollars (“ARP Grant Funds”);
and
WHEREAS, as required by the Indiana State Board of Accounts, the Common Council
(“Council”) has adopted a plan setting forth the uses of the ARP Grant Funds (the “ARP Plan”); and
WHEREAS, the Council has approved the provision of government services as one of the
allowable uses of ARP Grant Funds; and
WHEREAS, to expend ARP Grant Funds for the provision of government services, the
Council must appropriate the money into the appropriate budget line items within the ARP
Coronavirus Local Fiscal Recovery Fund.
NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City of Carmel, Indiana,
that the following sum of money is hereby appropriated from the ARP Coronavirus Local Fiscal
Recovery Fund (Fund #176) and for the purposes specified, subject to applicable laws, as follows:
$83,649.99 from the ARP Coronavirus Local Fiscal Recovery Fund (#176)

Infrastructure $83,649.99
This Ordinance shall be in full force and effect from and after the date of its passage and
signing by the Mayor.
