COMMERCIAL COMMITTEE
Tuesday, December 5, 2023 Department Report
1. Docket No. PZ-2023-00215 ADLS Amend-Sign: World Famous Hotboys Carmel Mural.
The applicant seeks approval for a new Mural installation. The site is located at 4335 W 106th St. It is zoned B3
and is located within the US 421 Corridor overlay zone. Filed by Aaron Tann & Berk Gibbs of World Famous
Hotboys.
Project Overview:
The Petitioner seeks approval to paint a mural on the north side of an existing multi-tenant retail building in West Carmel
Center. Similar to other mural installations the City has approved in the past, it will be painted on a separate, removable
surface. This will protect and preserve the existing brick façade, should it be removed or changed in the future. This
building is part of the US 421 Overlay District, which is why the mural is before the Commercial Committee for review.
Staff has actively worked with the Petitioner to make modifications to have a balanced design on this elevation of the
building.
Architectural Design:
The proposed mural has a bold and colorful design. The artist has incorporated local landmarks and familiar community
colors and imagery. Berk Visual is the artist’s name and is style is described as “drawing inspiration from classic cartoons,
using bold, deliberate linework and bright saturated colors.” He hopes to inspire all who view it to want to make more art.
No logos or signage for the World Famous Hotboys will be included in the mural. No changes are proposed to the existing
site plan. Adjacent parking spaces and outdoor seating will be maintained. Patrons will be able to walk up to the mural,
interact with it and feel like they are a part of the finished piece. The mural will be most visible as drivers head west on
106th street. Petitioner, please confirm if the mural will or will not be lit by an external source.
DOCS Remaining Comments/Concerns: None.
Recommendation:
The Department of Community Services recommends the Commercial Committee votes to Approve this item this
evening.
