When applicants submitted, they said that these were the full plans that had been sent to the State, and in fact, these were more detailed, per request of the State plan reviewer. SNL questioned no other releases beside HOOD, and they could not say whether or not further releases were needed, or if they were, why they were not included by the State, since the plans are the full plans. **** PER JIM BLANCHARD: He talked to State plan reviewer during his review, and that person told hime that the release was full, for ALL the work being done. They indicated this by listing it as 'Standard' on the release. This is different than we have seen it before, (since all trades are not listed as separately released in the scopes) but was verified, per Blanchard. This permit is valid only if construction commences within one (1) year of the date of issuance of the State Commercial Design Release. All construction must be completed (C/~ issued) wit.hin two (2) rears of t~e issuance date.
