Our hands are really tied on giving a conditional permit until easements are in place because we still have no actual route to provide sewer service, but we currently have no issues on the storm being installed unless you have reservations. Is us not issuing a permit the basis for postponing the construction of the outfall pipe and if so is this enough to allow the installation? If the Temple would push forward and construct more than allowed we still have the power of not allowing final connection due to our inspection procedure.
