As final construction plans have not been approved, engineering requests that the permit be issued conditioned upon holding rough-in inspections until the plans are approved. Currently Bridlebourne has requested that a donation of $75,000 -$100,000 be made for and easement which is not equitable and the amount of easements required to run East is very time consuming and costly. Therefore currently we are at a standstill with a meeting to be held on Monday morning. DeBoy has requested that we give a conditional permit in order for the Temple to install the outlet pipe for their Dry Detention area. Our hands are really tied on giving a conditional permit until easements are in place because we still have no actual route to provide sewer service, but we currently have no issues on the storm being installed unless you have reservations. Is us not issuing a permit the basis for postponing the construction of the outfall pipe and if so is this enough to allow the installation? If the Temple would push forward and construct more than allowed we still have the power of not allowing final connection due to our inspection procedure. Please let me know if this is acceptable or what I can do to expedite the process in this rare case. Thank you for your understanding and we do appreciate other utilities looking out for one another. I have looked through our file and it appears we are ready to approve them but where waiting on some issue to be worked out with 116th Street ROW. I have contacted the engineer and requested plans.
