CARMEL PLAN COMMISSION
SPECIAL STUDIES COMMITTEE
DEPARTMENT REPORT
November 2, 2006
13. Docket No. 06080038 DP/ADLS: Midwest ISO.
The applicant seeks development plan and architecture, lighting, landscaping, and
signage approval for a proposed 147,000-square foot, 3-story plus basement office
building located on 10.042 acres. A connecting pedestrian bridge to an existing office
building is also proposed.
The site is located at the northwest comer of City Center Drive and West Carmel Drive,
and is zoned M3.
Filed by Paul Reis of Bose McKinney & Evans LLP for Carmel Drive Partners, LLC.
The applicant proposes a 100,000 sq. ft. office building expansion for Midwest ISO on 8.24
acres. The project is to be linked to the existing office via a pedestrian bridge that will span City
Center Drive. See the packet for full details. The petitioner will be presenting updated
information at the meeting to address the following concerns:
1. The pedestrian bridge is the strongest focal point of this entire project. Please provide
more details on this structure (materials, lighting, windows, etc.).
2. The proposed mechanical building is 30+ feet high and is quite substantial. While the
department realizes that it must be built to certain standards for durability and safety, the
petitioner should add elements to break up its fayade and make it closer match the
detailing of the office building (with the use of spandrel glass or material detailing).
3. Please provide and identify pedestrian connections from the perimeter paths through the
parking area to the building entrances.
4. Please provide an update on the landscape plan and Engineering review approvals.
5. What is the long term plan for the parcel identified as "available"? Earlier this year the
city approved a commerciaVretail development on the opposite side of Adams Street.
This plan had on street parking, and buildings that were built to the street. The
Department would like a commitment that future development on this site would be built
to the comer, and provide on street parking along its Adams Street frontage.
6. Please refine the architecture to have more visual interest. This large building needs more
detail elements. Can the large screening mechanism on the roof be downplayed? It size
make it seem like a penthouse.
The Department recommends that this item be continued to the December 5th Special
Studies Committee Meeting for further discussion and review. If the above listed items are
presented and are satisfactory, the Department will recommend this item be sent to the full
Plan Commission with a positive recommendation.
