Docket No: 05120025 Z 126th & KeystonelGramercy PUD The applicant seeks to rezone 116 acres from R2lResidential and R4IResidential to PUDIPlanned Unit Development for the purpose of creating a mixed use development comprised of townhouse, apartment, retail, and office uses. The site is located between Carmel Drive, 126th Street, Keystone Ave, and Auman Dr. Filed by James Shinaver of Nelson & Frankenberger for Buckingham Properties Inc. The applicant is requesting approval of a Planned Unit Development to allow the construction of a mixed-use development comprised of a mix of townhouses, condominium flats, apartments, and multi use structures. The project is a redevelopment of the existing Mohawk Hills Apartment complex and golf course. Please refer to the updated packet for full details. This proposal is for the rezone of the property. All individual structures and detailed development plans will be required to return to the Plan Commission for DP/ADLS review and approval. However, all future detail plans will be held to the regulations of this proposed pun ordinance. Throughout the series of regular and special meetings, neighbors have raised concerns with traffic circulation, site design, density, building height and location, and open space. Working through this process, the committee members have tried to better transition this project with its surroundings more effectively. For this meeting the petitioner has revised all of the documents and will present any revisions that are new to the proposal. Staff comments on the revisions are as follows: 1. Staff would like the City's bike parking standards to be incorporated into the PUD (section 1.5.4). 2. The parking standard (section 1.5) specifies 1 space per 1000 sq. ft. of non residential sq. footage. This is much lower than the Carmel standard. Please explain how such a low standard will work to accommodate anticipated traffic. 3. Section 1.4: please consider expanding the Keystone Ave. Landscape Bufferyard from 10 feet to 30 feet (to match the Keystone Overlay bufferyard requirement. 4. Section 1.4.4: In the building base landscaping section, please replace the term "wherever possible" with more definite and enforceable language. Possibly "For all structure elevations that do not directly abut planned hardscapes"? 5. Section 1.6.3: Please list the signs that are permitted, or reference a Zoning Chapter and sign type - rather than each specific section number. As zoning updates occur in u Q the future, these specific section numbers could change and cause difficulty in PUD interpretation. The Department will make a recommendation based upon dialogue and input at the Committee Meeting. .
