CARMEL PLAN COMMISSION
SPECIAL STUDIES COMMITTEE
DEPARTMENT REPORT
March 7, 2006
The applicant seeks to rezone 116 acres from R2/Residential and R4/Residential to
PUD/Planned Unit Development for the purpose of creating a mixed use development
comprised of townhouse, apartment, retail, and office uses.
The site is located between Carmel Drive, 126th Street, Keystone Ave, and Auman Dr.
Filed by James Shinaver of Nelson & Frankenberger for Buckingham Properties Inc.
The applicant is requesting approval of a Planned Unit Development to allow the construction of
a mixed-use development comprised of a mix of townhouses, condominium flats, apartments,
and multi use structures. The project is a redevelopment of the existing Mohawk Hills
Apartment complex and golf course. Please refer to the draft ordinance and proposed site plan
submitted for full details.
This item had its public hearing at the February 21 st Plan Commission Meeting. Numerous
residents spoke in opposition with a list of concerns; One of the primary concerns is the
projected increase in traffic, and how such would be accommodated in and around the site (at
each stage of development, and at full build out)
Due to this concern, this meeting will specifically fdcus on traffic. Traffic will be discussed in
subsequent meetings, but at this meeting the petitioner will explain their proposed roadway
network (new streets, adjacent street upgrades, and intersection improvements), as well as
anticipated project phasing.
The traffic study (which is still being reviewed by Carmel Engineering) will also be discussed.
Engineering's comments on the study are forthcoming.
As proposed, access to the site will be provided through two entrances on 126th Street; four
entrances on Auman Drive; two on Carmel Drive; and one right-in/right-out on Keystone
Avenue. Full connectivity within the development and to surrounding uses is planned.
The Department requests that a meeting date be agreed upon for an additional Special
Studies Committee meeting devoted entirely to the Gramercy PUD.
The Department also recommends that the Special Studies Committee add this item to the
March 30th Special Studies meeting agenda.
