I am the elected President of the Enclave of Carmel Home Owners
Association.
The following are the main points in my arguments against Gramercy
in the latest pud. The arguments are presented in no particular
order.
No. 1 - I do want you to understand that Enclave residents do like
the project because it would eliminate the apartments and the
problems emanating from the apartments. However, there is not one
provision in the pud that requires that even one building of the
p+esent Mohawk Hill Apartments be torn down under any
circumstances. The pud must contain a provision that requires
that the buildings be torn down and if they are not torn down,
that they forfeit a bond so that the City must tear down the old
buildings.
No. 2 - Building heights throughout Gramercy should be no more
than three or four floors with the possible exception of the clock
tower in the south central part of the project. To permit 65 foot
high buildings on Keystone would be to permit the project to
appear as a walled city.
No. 3 - It will be impossible for elderly Enclave residents to
turn left onto 126th Street to access Keystone. I am 68 years old
and I am one of the younger head of households in the Enclave.

Urban Gramercy would replace Mohawk Hills

The tired and aging Mohawk Hills apartments and golf course, a 1960s-era complex in the
core of Carmel, could give way over the next few years to one of the biggest makeovers in
the city's history.
Real estate developer Buckingham Properties has filed plans for city approval that would
mean demolishing the 564-unit apartment complex and nine-hole course in the next few
years.
The 2006 season could be the last for Mohawk Hills Golf Club, with its nine fairways and
greens that weave among the apartment buildings.
The 116-acre site at 126th Street and Keystone Avenue in the city's core would be
transformed into a new urbanist-style development of upscale town homes, apartments,
hotels, offices, senior living units, cafes, parks, plazas and a central business district. A
clock tower would be an icon of the development.
Buckingham calls it Gramercy, an expression derived from French, reflecting thanks,
gratitude and surprise.
The traditional urban neighborhood design, with its ornate business buildings around a
plaza and brownstone apartment buildings, is modeled on 100-year-old architecture in city
centers around the world. The name borrows from the upscale and historic Gramercy in
Manhattan that dates from the 1830s.
"It's almost like they are planning to build a small city within the city," said Carmel
redevelopment director Les Olds, referring to the Buckingham project.
Real estate experts said it could easily cost hundreds of millions of dollars to turn the
Gramercy concepts into reality during the next seven to 10 years. It would dramatically
change the 126th Street, off of Keystone, gateway into downtown Carmel.
The architectural and land use philosophy of Gramercy would mesh with city officials' plans
for reshaping the City Center and Old Town with a Performing Arts Center and an Arts &
Design District.
''This should fit well with what the city is already doing nearby. I think people will like the feel
of this place," said David Leazenby, vice president of land development for Buckingham.
Gramercy, he said, will be pedestrian-friendly. And it will have a higher density of housing
than the four units per acre that city planners enforced 40 years ago when Mohawk Hills
was built.
Buckingham's plans will be introduced at a city Plan Commission meeting Feb. 21 and
begin a review process that typically takes months. The designs are mostly conceptual and
don't have great detail, including the number of housing units.
However, city officials said there could be 1,200 to 2,000 units for sale and rent, or several

times more than currently in Mohawk Hills.
It is a project conceived to fight suburban sprawl that absorbs farm land and wildlife habitat.
"This is growing smarter," Leazenby said.
Carmel Plan Director Mike Hollibaugh agreed that today's design trends are much different
than the 1960s Tudor style of Mohawk Hills.
"This is changing the face. It is a huge project. It is a key location in the core of Carmel, and
it fits exactly with our civic design process. Look at a map of future neighborhoods, and
you'll see a project just like this.
"We're trying not to use density of housing to measure some projects these days but rather
to make sure the development is first class and very high quality. We want to make sure the
details will be consistent with the City Center," Hollibaugh said.
"Of course, we don't take the loss of the green space lightly," he said. "You won't see the
wide open vistas of the golf course, but there will be green spaces and parkS within two or
three minutes' walk."
Traffic engineers have been looking at the possible effect of more people living, working
and visiting the area.
While Mohawk Hills has just one driveway, which is off 126th, Gramercy will have two on
126th plus an extension of AM Way or another road off East Carmel Drive on the south
side. At least four new drives are planned on the west side connecting to the Auman
subdivision.
Buckingham is a real estate development and apartment ownership company with at least a
dozen projects in Indiana and neighboring states, including several in Carmel.
It bought Mohawk Hills in 2004 for a reported $30 million from Chicago-based Executive
Capital Corp, which had owned it since 1980. Buckingham has updated the clubhouse and
made other improvements.
Leazenby said residents' leases remain in effect and any moves would occur over several
years. The complex averages about 86 percent occupancy. Up to 50 percent of residents
move annually.
Mohawk Hills was built by the late Robert Bodner, an Indianapolis developer, who flew a
plane over then-remote areas around Indianapolis looking for farm fields with potential.
One of his sons, Steve Bodner, said Mohawk Hills was built on such a farm, divided by
construction of Keystone Avenue.
The golf course was added in 1973, according to Steve Shanks, who has worked at the
course nearly 32 years, including the past 26 years as the pro.
He sent a letter to members saying the course is to remain open through this year, but the
future is uncertain. About 22,000 rounds of golf were played there last year, down about 35
percent from 10 years ago.

Enclave of Carmel Homeowner Association recommendations:
First, I believe that none of you live close to Mohawk Hills and as such
you probably do not drive our area regularly. Before you vote, please
drive th.- area from 126th and Keystone west to Rangeline Road in all
directions at about 8: 00 AM, at noontime and around 5: 00 PM so you will
personally have experienced the traffic problems that exist now.
As to recommendations, the present Mohawk entrance should be closed and
moved west no less than 100 feet, possibly to Lexington. There should
either be a stop light or a round-a-bout at the new Mohawk/Gramercy
entrance at Lexington. Another construction entrance should be built at
the very west end of the Gramercy project on 126th Street. By moving
the entrance west, traffic into the Enclave will be reduced; the
distance from Keystone will then permit a stoplight or a roundabout at
Lexington.
Traffic through the Enclave should be controlled either by gating the
front entrance, the back entrance, both or by placing speed bumps on
Melark Drive which is the Enclave's main street. There is constant
traffic through the Enclave which must be slowed down. Gramercy will at
least quadruple Enclave traffic which is now a very popular shortcut
from 126th Street to 131st Street. Please drive this yourself.
At busy times, Auman traffic should be diverted so that it cannot easily
access east onto 126th Street. Traffic should either be diverted west
onto 126th Str~et or onto Rangeline Road but then not permitted to turn
back east onto 126th Street.
Any Gramercy commercial development should be restricted so that there
will be no medical uses or facilities, hospitals, nursing facilities,
day care nurseries, schools, auto repair shops, kennels or vet
hospi tals, dry cleaning plants, banks. funeral homes, wholesale sales,
hotels, catering establishment except as incidental to a restaurant,
meeting or party halls, museums or night clubs, any industrial use
expect small printing shops or radio or "W towers: all of these are
permitted under the p u d ordinance but should not be permitted in
Gramercy. All businesses should be greatly restricted as to the use of
lights and noise at night in order not to be intrusive to the new or
existing neighborhoods.
Gramercy construction should not begin until there is ingress and egress
through the Marsh property on its south end and until there is an
opening southbound onto Keystone from the middle of Mohawk Hills.
At 5: 00 PM this past Tuesday, it took my wife 25 minutes to come from
Hancock Drive and Carmel Drive to downtown Carmel. Traffic is
completely out of control here - hopefully you will not make it worse.
Almost 20% of Enclave residents are 75 or over and it is extremely
dangerous for our residents to turn left onto 126th Street to get to
Keystone now. We beg of you not to make this intersection a death trap.

Dear Ms. Nasuti:
This project has been submitted for the January 18, 2006 Technical Advisory Committee
meeting to be considered for rezone to PUD. The Department of Engineering requests an
opportunity to review and comment on the PUD ordinance before the ordinance is adopted to
review changes to existing design standards that will be incorporated into the zoning ordinance.
This letter shall not be considered a complete primary plat, secondary plat, or construction plan
review. Those reviews will occur at a later date. But since a sketch plan for the property was
submitted, the Department of Engineering has taken the opportunity to identify Department of
Engineering requirements that will need to be incorporated into the Development Plans or
Primary Plat as they are developed. It is the hope of the Department that in doing so, the future
review process will be expedited.
City Standards
1. Internal intersections shall be separated by a minimum of 150 feet. Likewise, the
minimum separation distance between an internal street intersection and an adjacent
perimeter street intersection shall be 15Q feet.
.2. Proposed entrances shall be aligned with existing opposing entrances.
3. The maximum width of an entrance islarid shall be 10 feet. The maximum width of the
drive lane on each side of an entrance island shall be 18 feet and the minimum width
shall be 16- feet.
.4. Horizontal curve radii shall be a minimum of 150 feet.
5. Interior streets shall intersect at an angle of75 degrees or greater.
6. As the drainage qesign progresses, please provide detention volume for the fully
developed site and for the fully developed thoroughfare pla!l right-of-way for the
perimeter road frontages. This requirement shall apply regardless of watershed limits.
Please provide adequately sized pipes to carry water from the street to the proposed
ponds.
7. Please dedicate right-of-way per the Thoroughfare Plan across all frontages.
8. Please provide multi-use paths across each frontage per the Alternative Transportation
Plan.
9. The Department will expect the development plans, primary plats and secondary plats to
be developed in accordance with the new City Drainage Design Standards.

10. 120-foot right-of-way corner cuts for future roundabouts may be requested at key
intersections.
11. Auxiliary lanes (deceleration lanes and acceleration lanes) will be required at each of the
entrances.
12. The City reserves the right to reduce the number of entrances shown on the sketch plan as
the design progresses.
Specific Comments
13. Please indicate the extension of AAA Way to be constructed with the development (not
as "future").
14. Please indicate dedication of the full right-of-way prescribed by the Thoroughfare Plan
for 126th Street, holding the existing north right-of-way line as the basis for dedication
(not the half right-of-way from the existing centerline of the roadway).
.15. Please indicate a right-of-way corner cut for a roundabout at the 126th Street and State
Road 431 (Keystone Avenue) intersection. Please work with the Department of
Engineering on establishing these right-of-way requirements.
16. The Department of Engineering will likely request additional right-of-way along the State
Road 431 (Keystone Avenue) to accommodate frontage roads as part of the access to the
anticipated intersection improvements of the intersection of State Road 431 (Keystone
Avenue) with both 126th Street and Carmel Drive. Please work with the Department of
Engineering on establishing these right-of-way requirements.
17. The City requests that the petitioner reconstruct the 126th Street frontage to the full cross
section prescribed by the Department of Engineering, including a roundabout at the
intersection of Auman Drive, 126th Street and Lexington Boulevard. In lieu of
conducting the physical construction of the requested improvements, the petitioner may
provide a monetary commitment equal to the value to construct the improvements with
the associated soft costs, including but not limited to, surveying, engineering design,
permitting, construction engineering and construction observation/inspection necessary to
develop construction drawings for, solicit bids for and construct the improvements.
18. The City request~ that the petitioner reconstruct East Auman Drive tothefull cross
section prescribed by the Department or Engineering. The Department requestS that the
storm sewer system installed for this road project be sized to accommodate some portion
of the drainage of the development to the west. The size of the watershed shall be
determined by the Department of Engineering.
19. The Department requests to meet with the petitioner to review the drainage aspects of the
development. There is a history of drainage problems both to the west and to the east.
The drainage design must consider the most restrictive aspect of the downstream
receiving system IIi either direction. As a result ofthis a~a.1ysis, the City may require
reconstruction of certain'aspects of the downstream system to accommodate the drainage
from the development. The City conducted a study of the drainage area to the west. In the
event that all or some portion of the drainage from the development is directed to the
west, the City will expect implementation of the findings of that study as well as
addressing the impact the development's drainage will have on the system to.the west.
Please do not consider any of the design elements of the civil/site plans approved by the
Department of Engineering based upon your January 4,2005 submittal.

Enclosed for your review is the filed Gramercy PUD Ordinance and exhibits, Docket # 05120025 Z,
which will be on the agenda for the January 18,2006 Carmel Clay Technical Advisory Committee
meeting.
At this time we are only seeking Rezone approval for the real estate from its current zoning
classification to the Gramercy PUD. If the Rezone is approved, at a later date we will come back to
you for additional T AC review for the ADLS/DP approval for the individual sections of the
development.
