I followed up on this further with out legal team and, as expected, they also think there could be some challenges with us granting/changing easement language at this stage to allow for public connection/access to the western property that is owned by a private party. As mentioned on the phone, if something changes in the future with this property and it becomes available to the public, the Flora HOA board will be established and could work with the city on modifying the existing private easement to be public.
